Renewal of the Professional Services Agreement with Redwood Community Action Agency Regarding the Provision of Temporary Shelter Services to Eligible Youth Residing in Humboldt County in the Amount of $1,084,752end

 

RECOMMENDATION(S):Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Redwood Community Action Agency regarding the provision of temporary shelter services to eligible youth residing in Humboldt County in an amount not to exceed One Million Eighty-Four Thousand Seven Hundred Fifty-Two Dollars ($1,084,752.00) for the period of July 1, 2025 through June 30, 2028; and

2.                     Authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Redwood Community Action Agency, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement with Redwood Community Action Agency to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Redwood Community Action Agency provides temporary shelter services to youth between twelve (12) and seventeen (17) years of age as part of its Our House and Launch Pad programs.  The Humboldt County Department of Health and Human Services - Child Welfare Services (“DHHS - Child Welfare Services”) has previously contracted with Redwood Community Action Agency on numerous occasions.  On each occasion, Redwood Community Action Agency has demonstrated expertise in providing a full range of temporary shelter and long-term transitional housing placement services, including, without limitation, crisis intervention, family mediation, case management and aftercare services, that are designed to support the development of daily life, employment, money and conflict resolution skills.

 

The attached professional services agreement with Redwood Community Action Agency will allow eligible youth residing in Humboldt County who are within the jurisdiction of the juvenile court pursuant to Sections 300 and/or 601 of the California Welfare and Institutions Code to receive temporary shelter and long-term transitional housing placement services for the period of July 1, 2025 through June 30, 2028.  The temporary shelter and long-term transitional housing placement services provided pursuant to the terms and conditions of the attached professional services agreement with Redwood Community Action Agency are not mandated.  However, such services are invaluable since they provide a secure and reliable placement option for foster youth that DHHS - Child Welfare Services has been unable to find placement for in other settings.  It should be noted that the attached professional services agreement with Redwood Community Action Agency comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS Child Welfare Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Redwood Community Action Agency regarding the provision of temporary shelter services to eligible youth residing in Humboldt County for the period of July 1, 2025 through June 30, 2028.  It is also recommended that the Board authorize the Department of Health and Human Services - Child Welfare Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Redwood Community Action Agency, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed temporary shelter services.

The attached professional services agreement with Redwood Community Action Agency has a maximum amount payable of One Million Eighty-Four Thousand Seven Hundred Fifty-Two Dollars ($1,084,752.00) for the period of July 1, 2025 through June 30, 2028.  In no event shall the maximum amount paid under the attached professional services agreement with Redwood Community Action Agency exceed Three Hundred Sixty-One Thousand Five Hundred Eighty-Four Dollars ($361,584.00) per fiscal year for fiscal years 2025-2026 through 2027-2028.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Redwood Community Action Agency in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Redwood Community Action Agency have been included in the proposed fiscal year 2025-2026 budget for DHHS - Social Services budget unit 1160-508.  Funding for the attached professional services agreement with Redwood Community Action Agency is available through state realignment revenues received by DHHS - Child Welfare Services. 

 

STAFFING IMPACT:

Approval of the attached professional services agreement with Redwood Community Action Agency will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached professional services agreement with Redwood Community Action Agency regarding the provision of temporary shelter services to eligible youth residing in Humboldt County.  However, this alternative is not recommended since it would limit DHHS - Child Welfare Services’ ability to provide needed housing and supportive services to youth who are within the jurisdiction of the juvenile court pursuant to Sections 300 and/or 601 of the California Welfare and Institutions Code.
