RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached participation agreement with the California Mental Health Services Authority;

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or designee thereof, to execute, the attached participation agreement with California Mental Health Services Authority regarding the Humboldt County Department of Health and Human Services - Behavioral Health’s Involvement in the Statewide Prevention and Early Intervention Program for the period of July 1, 2023, through June 30, 2026;

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with California Mental Health Services Authority after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with a fully executed certified copy of the Board Order related to this item.

DISCUSSION:

California Mental Health Services Authority (“CalMHSA”) is a Joint Powers Authority created by counties in 2009 at the instigation of the California Mental Health Directors Association to jointly develop and fund mental health services and education programs.  CalMHSA’s Statewide Prevention and Early Intervention Program (“Statewide PEI Program”) will disseminate and direct statewide prevention and early intervention project campaigns, programs, resources and materials; provide subject matter in suicide prevention and stigma and discrimination reduction to support local prevention and early intervention efforts; administer grants to community organizations; develop local and statewide capacity building support and new outreach materials for counties, and community stakeholders. The primary focus of these programs is to promote mental health and wellness, suicide prevention and health equity throughout California communities, with additional focus on diverse and/or historically underserved, unserved or inappropriately served communities.

 

The attached participation agreement with CalMHSA will allow the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) to take an active role in the implementation of the Statewide PEI Program for the period of July 1, 2023, through June 30, 2026.  It should be noted that the attached participation agreement with CalMHSA comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Behavioral Health recommends that the Board of Supervisors approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached participation agreement with CalMHSA regarding DHHS - Behavioral Health’s involvement in the Statewide PEI Program for the period of July 1, 2023, through June 30, 2026.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or designee thereof, to approve any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached participation agreement with CalMHSA, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to ensure DHHS - Behavioral Health’s continued involvement in the Statewide PEI program.

Narrative Explanation of Financial Impact:

The attached participation agreement with CalMHSA has a maximum amount payable of Two Hundred Seventy-Eight Thousand Five Hundred Seventy-Seven Dollars ($278,577.00) for the period of July 1, 2023, through June 30, 2026.  In no event shall the maximum amount paid under the attached participation agreement with CalMHSA exceed Eighty-Nine Thousand Eight Hundred Forty-Nine Dollars for fiscal year 2023-2024 and Ninety-Four Thousand Three Hundred Sixty-Four Dollars per fiscal year for fiscal years 2024-2025 and 2025-2026.

 

Expenditure appropriations related to the attached participation agreement with CalMHSA have been included in the proposed fiscal year 2023-2024 budget for DHHS - Behavioral Health budget unit 1170-477 and the Mental Health Services Act Three-Year Program and Expenditure Plan for fiscal years 2023-2024 through 2025-2026.  Funding for the attached participation agreement with CalMHSA is available through Mental Health Services Act revenues received by DHHS - Behavioral Health. 

 

STAFFING IMPACT:

Approval of the attached participation agreement with CalMHSA will not impact current staffing levels. 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, supporting self-reliance of citizens, creating opportunities for improved safety and health and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached participation agreement with CalMHSA regarding DHHS - Behavioral Health’s involvement in the Statewide PEI Program.  However, this alternative is not recommended since it would limit the ability of Humboldt County residents to access services that promote mental health and wellness, suicide prevention and health equity for diverse and/or historically underserved, unserved or inappropriately served communities.
