RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch;

2.                     Approve, and authorize the Department of Health and Human Services (DHHS) - Public Health Director, or a designee thereof, to execute, the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch regarding implementation of the Comprehensive Suicide Prevention Program in Humboldt County for the period of December 1, 2021, through August 31, 2025;

3.                     Authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations, and documents directly related, to the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Approve the attached supplemental budget in the amount of $100,000 for DHHS - Stigma & Discrimination Reduction budget Unit 1175-454 (4/5 vote required).

DISCUSSION:

Suicide rates in the United States have been on a steady rise since 1999.  Humboldt County has had suicide rates that are over two times the state average for more than a decade. Between the years 2016 and 2018 the rate was 23.2 individuals per 10,000 people.  In accordance with its mission to protect the health of all Californians, the California Department of Public Health has awarded grants in seven counties where suicide morbidity and mortality rates are particularly high as part of the Comprehensive Suicide Prevention Program.  The Comprehensive Suicide Prevention Program is designed to reduce suicide rates through the use of evidence-based suicide prevention strategies to create protective environments, identifying and supporting people at risk and strengthening access and delivery of suicide care.

 

The attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch will allow the Humboldt County DHHS - Public Health to receive up to $400,000 for the purpose of supporting the implementation of several innovative suicide prevention activities in Humboldt County, including without limitation, prevention and early intervention training, community collaborations, suicide fatality review and social marketing, during the period of December 1, 2021 to August 31, 2025.  It should be noted that the attached grant Agreement with the California Department of Public Health - Injury and Violence Prevention Branch comes to the Board after commencement of the funding period set forth therein due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Public Health recommends that the Board approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch regarding implementation of the Comprehensive Suicide Prevention Program in Humboldt County for the period of December 1, 2021, through August 31, 2025.  It is also recommended that the Board authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations, and documents directly related, to the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of needed suicide prevention activities in Humboldt County.

 

The waiver from the provisions of the Nuclear-Free Ordinance is requested because the State of

California will not modify its agreements to accommodate local ordinances.

 

FINANCIAL IMPACT:

As noted above, the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch will allow DHHS - Public Health to receive up to $400,000 that will be used to support implementation of the Comprehensive Suicide Prevention Program in Humboldt County during the period of December 1, 2021, to August 31, 2025.  The attached supplemental budget will allow for additional revenue and expenditure appropriations related to the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch in the amount of $100,000 to be included in the fiscal year 2021-22 budget for DHHS - Stigma & Discrimination Reduction budget unit 1175-454.  Approval of the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch regarding implementation of the Comprehensive Suicide Prevention Program in Humboldt County. However, this alternative is not recommended as it would severely limit DHHS - Public Health’s ability to implement needed suicide prevention activities in Humboldt County.
