RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Changing Tides Family Services regarding the provision of administrative and transitional support services related to Stage One child care services provided to  individuals participating in the California Work Opportunity and Responsibility to Kids Program in an amount not to exceed 1,121,999 for the period of July 1, 2020 through June 30, 2021;

2.                     Authorize the Department of Health and Human Services - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Changing Tides Family Services after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Changing Tides Family Services to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Under the California Work Opportunity and Responsibility to Kids (CalWORKs) program, the State of California has instructed all counties to create and implement a “County Plan” to provide all applicants for, and recipients of, cash aid with the opportunity to obtain employment by offering a full range of employment training and supportive services that are consistent with the needs of participants and allow for informed choices in order to meet their employment goals.

 

The County of Humboldt’s CalWORKs Plan was approved by the Board of Supervisors on Dec. 16, 1997 (Item G-1). A portion of this plan includes the administration of child care services for all clients referred by the Department of Health and Human Services - Social Services (DHHS - Social Services) who are determined eligible for cash aid through the CalWORKs Program.

 

Changing Tides Family Services has provided the management of Stage One child care services under the CalWORKs program since its implementation in 1997. The attached professional services agreement will allow Changing Tides Family Services to continue providing administrative and transitional support services related to Stage One child care services provided to individuals participating in the CalWORKs Program for the period of July 1, 2020 through June 30, 2021.

 

Accordingly, DHHS-Social Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Changing Tides Family Services regarding the provision of administrative and transitional support services related to Stage One child care services provided to individuals participating in the CalWORKs Program for the period of July 1, 2020 through June 30, 2021.  It is also recommended that the Board authorize the DHHS - Social Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Changing Tides Family Services, after review and approval by County Counsel, Risk Management, and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed child care services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Changing Tides Family Services has a maximum amount payable of 1,121,999 for the period of July 1, 2020 through June 30, 2021.  In no event shall the maximum amount paid under the attached professional services agreement with Changing Tides Family Services exceed $819,563 for the administrative services, including, without limitation, reimbursement of child care vouchers provided to eligible child care providers, and $302,436 for the transitional support services, provided thereunder.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Changing Tides Family Services in its entirety.

 

Expenditure appropriations related to the attached professional services agreement with Changing Tides Family Services have been included in the proposed fiscal year 2020-2021 budget for DHHS - Social Services Budget Unit 1160-511-005.  Funding for the attached professional services agreement with Changing Tides Family Services is available through CalWORKs Program revenues received by DHHS - Social Services.  As a result, approval of the attached professional services agreement with Changing Tides Family Services will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with Changing Tides Family Services regarding the provision of administrative and transitional support services related to Stage One child care services provided to individuals participating in the CalWORKs Program.  However, this alternative is not recommended since it will not allow for the efficient provision of child care services to CalWORKs recipients and would cause a barrier to the receipt of CalWORKs Program activities.
