RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Allocate 1.0 FTE Program Coordinator (class 1425, salary range 427) position in budget unit 457, effective immediately following approval; and

2.                     Allocate two 0.5 FTE Health Education Specialist I/II (class 1595, salary range 378/411) positions in budget unit 457, effective immediately follow approval.

Proposition 10: California Children and Families Act tobacco tax funding

 

DISCUSSION:

First 5 Humboldt, an independent Children and Families Commission, has traditionally offered parent and family support activities to families throughout the county, often through community-based playgroups in partnership with local agencies and non-profit organizations. The coordination of playgroups and other parent support activities has been facilitated through a combination of contracts with an outside agency and the use of independent contractors. With the advent of Assembly Bill (AB) 5 and additional direction from the State of California on the use of independent contractors, First 5 Humboldt seeks to restructure these coordination activities and support services by transitioning the job duties from outside contractors to employees. The resulting new structure will yield a significant costs savings while increasing the number of hours devoted to providing support to children and families. Given the steady decline of Proposition 10 tobacco tax funding, these cost savings are an additional motivation and necessity.

 

FINANCIAL IMPACT:

There is no financial impact to the County General Fund. Funding will be provided by Proposition 10/California Children and Families Act funding.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to allocate the new positions: a 1.0 FTE Program Coordinator and two .5 FTE Health Education Specialists. This is not recommended as contracting for these services is not provide for an effective use of resources.
