RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with the Humboldt County Office of Education regarding the continued development of a Multi-Tiered System of Support Coalition within Humboldt County for the period of July 1, 2024 through June 30, 2025;
2. Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with the Humboldt County Office of Education, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one (1) fully executed original copy of the attached memorandum of understanding with the Humboldt County Office of Education to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
The Multi-Tiered System of Support (“MTSS”) is an organizational method used to implement the Positive Behavior Intervention and Supports curriculum which is designed to provide a continuum of care for all students and the implementation of prevention as an intervention through family involvement and culturally competent interventions that are sensitive to all student groups and families.
Pursuant to the terms and conditions of the attached memorandum of understanding, the Humboldt County Office of Education will employ a Prevention and Intervention Specialist to assist with the continued development and support of a MTSS Coalition within Humboldt County for the period of July 1, 2024 through June 30, 2025. The continued development of the MTSS Coalition will reinforce the Humboldt County Office of Education’s mission of establishing and maintaining programs that contribute to the educational enrichment, health, safety and wellbeing of children living within Humboldt County.
Accordingly, the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) recommends that the Board approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with the Humboldt County Office of Education regarding the continued development of a MTSS Coalition within Humboldt County for the period of July 1, 2024 through June 30, 2025. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with the Humboldt County Office of Education, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the further development of a MTSS Coalition within Humboldt County.

The attached memorandum of understanding with the Humboldt County Office of Education has a maximum amount payable of Ninety-Two Thousand Two Hundred Ninety-Two Dollars and Five Cents ($92,292.05) for the period of July 1, 2024 through June 30, 2025. However, if local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached memorandum of understanding with the Humboldt County Office of Education in its entirety.
Expenditure appropriations related to the attached memorandum of understanding with the Humboldt County Office of Education have been included in the proposed fiscal year 2024-2025 budget for DHHS - Behavioral Health budget unit 1170-424. Funding for the attached memorandum of understanding with the Humboldt County Office of Education is available through Mental Health Services Act revenues received by DHHS - Behavioral Health for prevention and early intervention programs. As a result, approval of the attached memorandum of understanding with the Humboldt County Office of Education will not impact the Humboldt County General Fund.
STAFFING IMPACT:
Approval of the attached memorandum of understanding with the Humboldt County Office of Education will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached memorandum of understanding with the Humboldt County Office of Education regarding the continued development of a MTSS Coalition within Humboldt County. However, this alternative is not recommended since the continued development of a MTSS Coalition within Humboldt County will allow for the improvement of school climates that is necessary to meet social, emotional and educational needs of students and families in the Humboldt County school system.
