RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the resolution and authorize the Director of Aviation or designee to file an application for a state AIP Matching grant for the California Redwood Coast - Humboldt County Airport Taxiway A Relocation Project; and
2. Authorize the Director of Aviation or designee to accept the allocation of state AIP Matching funds for the California Redwood Coast - Humboldt County Airport Taxiway A Relocation Project; and
3. Authorize the Director of Aviation or designee to execute an AIP Matching Grant Agreement for the California Redwood Coast - Humboldt County Airport Taxiway A Relocation Project, if awarded.

DISCUSSION:
The Department of Aviation is requesting to apply, accept and execute a Caltrans State AIP Matching Grant for the California Redwood Coast Humboldt County Airport Taxiway A Relocation Project, AV-2024-05.
On April 14, 2026, your Board approved plans and specifications and authorized the bid for the California Redwood Coast - Humboldt County Airport Taxiway A Relocation Project. To meet United States Department of Transportation (DOT) Federal Aviation Administration (FAA) requirements, the public bidding process was conducted prior to receiving AIP Grant 3-06-0010-064-2026.
On July 14, 2026, your Board authorized the Department of Aviation to accept a United States FAA AIP Grant Offer 3-06-0010-064-2026 in the amount of $12,827,980. This Caltrans AIP Matching Grant will cover up to 5% (maximum of $200,000) of the federally awarded amount, or $200,000 for this project. If awarded, this would reduce the county’s cost share for this project from $675,157 to $475,157.

FINANCIAL IMPACT:
Should the Caltrans AIP Matching Grant be awarded it will provide up to 5% (maximum of $200,000) of the $12,827,980 federally awarded grant amount or $200,000. This award in turn would reduce the county’s cost share for the California Redwood Coast Humboldt County Airport Taxiway A Relocation Project from $675,157 to $475,157. This project was included in the fiscal year 2026-27 adopted budget for Aviation Capital Projects, 3539-170.
STAFFING IMPACT:
There is no anticipated impact to current staffing levels.
OTHER AGENCY INVOLVEMENT:
N/A
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to authorize the Director of Aviation or designee to apply for the Caltrans State AIP Matching Grant funding. However, this alternative is not recommended as this grant would reduce the cost to the county for this project.
