RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Direct the Clerk of the Board to:
a. Schedule a public hearing with a scheduled time-set on Tuesday, Nov. 16, 2021 at 10:00 a.m., to review draft supervisorial district boundaries and to hear public testimony regarding Redistricting in Humboldt County.
b. Post and publish the attached pre-hearing summary at least 5 days in advance of the hearing.

DISCUSSION:
Elections Code 21500 requires the Board of Supervisors schedule no fewer than four public hearings at which the public is invited to provide input regarding the composition of one or more supervisorial districts. As this hearing will be combined with a regular meeting of the Board that includes other substantive agenda items, it is required that the public hearing shall begin at a fixed time regardless of its order on the agenda, except that the Board may first conclude any item being discussed or acted upon, including any associated public comment, when that time occurs.
In addition, the time and date of the public hearing shall be noticed to the public at least five days in advance of the hearing. A draft map shall be published on the internet for at least seven days before being adopted as a final map by the board provided that, if there are fewer than 28 days until the deadline to adopt boundaries, the draft map may instead be published on the internet for at least 3 days. As such, all draft supervisorial district maps will be posted on the county redistricting webpage following this timeline.
Staff recommends scheduling the public hearing for Tuesday, Nov. 16, 2021. The requested actions complete the public notice process for that hearing.
FINANCIAL IMPACT:
The County Administrative Office - Management & Budget Team budgeted $100,000 in Fiscal Year 2021-22 for the vendor Redistricting Partners and California Center for Rural Policy to staff and perform administrative functions related to redistricting and the Redistricting Advisory Commission (RAC). Members of the RAC serve without compensation. The cost for scheduling the public hearing is included in budgeted amount. Scheduling the public hearing will ensure the county is able to adopt final Supervisorial District Maps by the state-mandated deadline of Dec. 15, 2021.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose to not set a public hearing, however that option is not advisable as the 2021 redistricting process is an essential part of holding participatory, representative elections and has project requirements and deadlines for completion established by government code.
