That the Board of Supervisors:
1. Authorize the Chair of the Board of Supervisors to sign the Grant Agreement approved by your Board on Nov. 10, 2020.

DISCUSSION:
Your Board approved grant agreement 20-CIF-40 on Nov. 10, 2020 for the Redwood Region Economic Development Commission (RREDC) to contract with Volaire Aviation to conduct a market analysis/leakage study for the California Redwood Coast/Humboldt County Airport (ACV). The Nov. 10, 2020 agenda item, 20-1405, did not include a request for the Chair of your Board to sign the agreement. The agreement is attached to this agenda item (Attachment # 1). This request is to authorize the Chair of the Board of Supervisors to sign the approved agreement. The minutes from your meeting on Nov. 10, 2020 are attached as Attachment 2.
FINANCIAL IMPACT:
There will be no General Fund impact. As of June 30, 2020, there was $2,258,121.46 available in Headwaters Fund-3846. Two million dollars of that amount is available if needed for the Arcata Economic Development Corporation and RREDC on an as-needed basis for the Headwaters Fund Revolving Loan Fund. Therefore, $258,121.46 was available prior to awarding this grant request. The balance will be $238,121.46 remaining after this expenditure.

This action supports your Board’s Strategic Framework by supporting business, workforce development and creation of private-sector jobs and providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board could choose not to authorize the Chair to sign. Staff do not recommend this action as your Board has already approved the grant.
