RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Rehabilitation, Overlay and Bike Improvements on Myrtle Avenue (F3K300) Post Miles 1.55 to 3.77 Project; and

2.                     Award the project agreement to Mercer-Fraser Company for the total amount of $2,190,190; and

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Director of Public Works to execute contract change orders up to the amount of $122,010; and

5.                     Direct the Clerk of the Board to provide the Engineering Division of the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On March 24, 2026, the Humboldt County Board of Supervisors (“Board”) authorized the Clerk of the Board to advertise the Rehabilitation, Overlay and Bike Improvements on Myrtle Avenue (F3K300) Post Miles 1.55 to 3.77 Project for bids. On April 14, 2026, the County of Humboldt received three (3) bids for the project, which are attached hereto as Attachment 1.

 

Accordingly, the Department of Public Works recommends that the Board: receive and file the bid proposals submitted for the Rehabilitation, Overlay and Bike Improvements on Myrtle Avenue (F3K300) Post Miles 1.55 to 3.77 Project; award the project agreement to Mercer-Fraser Company for the total amount of $2,190,190; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Director of Public Works to execute contract change orders up to the amount of $122,010.

Narrative Explanation of Financial Impact:

The Rehabilitation, Overlay and Bike Improvements on Myrtle Avenue (F3K300) Post Miles 1.55 to 3.77 Project is funded by the State Transportation Improvement Program up to $870,000 of construction costs, with the remainder of construction costs funded by Measure O. The total project cost is estimated at $2,737,345, as shown in Attachment 1. Expenditure appropriations relating to completion of the Rehabilitation, Overlay and Bike Improvements on Myrtle Avenue (F3K300) Post Miles 1.55 to 3.77 Project are included in the approved fiscal year 2025-26 budget and the proposed fiscal year 2026-27 budget for budget unit 1200-321.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to award the project agreement for the Rehabilitation, Overlay and Bike Improvements on Myrtle Avenue (F3K300) Post Miles 1.55 to 3.77 Project. However, this alternative is not recommended because the project will provide necessary rehabilitation to Myrtle Avenue and improve the safety of public bike facilities using state funds and Measure O funds.
