RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Consider closing all County of Humboldt offices on Thursday, Jan. 9, 2025 in recognition of a National Day of Mourning in accordance with the Presidential Proclamation announcing the death of James “Jimmy” Earl Carter, Jr.  issued on Dec. 29, 2024.

DISCUSSION:

On Dec. 29, 2024, President Joseph R. Biden, Jr. declared Jan.  9, 2025, as a National Day of Mourning throughout the United States to pay homage and respect to the memory of former President James “Jimmy” Earl Carter, Jr. 

 

President Carter was the thirty-ninth President serving the United States from Jan. 20, 1977 to Jan. 20, 1981. President Carter is remembered as a man of character and compassion. He was a heroic champion of global peace and human rights. Under his presidency, the Department of Education and the Department of Energy were created. Carter is also remembered for his critical work on nuclear nonproliferation with the signing of the Panama Canal treaties and the 1978 Camp David Accords. After his presidency, he continued as a global leader who advocated for peace and fundamental human rights for all.

 

The Board of Supervisors would like to consider closing all County of Humboldt offices on Thursday, Jan. 9, 2025 in recognition of former President Carter.  While Humboldt County paid holidays are governed by memorandums of understanding with bargaining groups, there is language that includes, “And every day appointed by the President or Governor for a public fast, thanksgiving or holiday when so designated by the Board of Supervisors. This language would allow the Board of Supervisors to declare a one-time holiday.

General Fund

 

FINANCIAL IMPACT:

There would be an undetermined cost associated with essential services for an unscheduled paid holiday.
