RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the completed contract, including all approved change orders, with VSS International, Inc., regarding the construction of Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations; and
2. Approve the final claim for payment, to be submitted by the Department of Public Works to the Auditor-Controller’s Office, in the amount of $500, which will bring the total amount paid to 100% of the contract; and
3. Direct the Clerk of the Board to provide the Roads Division of the Department of Public Works with one fully executed certified copy of the Board order related to this item.

DISCUSSION:
The Public Works Measure O - 2026 Road Maintenance Surface Management Project consists of chip sealing existing roadways on Alderpoint Road, Patricks Point Drive, Heindon Road, Miller Lane, Mad River Road, Lanpher Road, Seidel Road, and Hatchery Road. The project also includes cape sealing, consisting of a double seal of chip seal and fiberized micro seal over existing roadways on Kahlstrom Avenue, 5th Avenue, 6th Avenue, Kay Road in the Trinadad area and on Golden Gate Drive, Kemp Court and Ackerman Lane in the Bridgeville area. In addition, the project included applying two lifts of fiberized micro seal on Church Street, Melville Road, Bear Canyon Road, Redway Drive and Redwood Drive in the Garberville area.
On March 24, 2026, the Board authorized the Clerk of the Board to advertise the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations for bids. On April 14, 2026, the County of Humboldt received four (4) bids for the project. On April 28, 2025, the Board awarded the project agreement to VSS International, Inc., the lowest responsive bidder. The award amount was $1,488,120. Contract change orders executed during the project decreased the authorized amount by $3,513. This decrease is associated with financial reconciliation of differences between bid quantities and final quantities at various project locations.

Narrative Explanation of Financial Impact:
Total construction costs for the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations. are $1,485,632. Progress payments totaling $1,431,916.06 have been paid, and the final claim for payment in the amount of $500 is outstanding. The Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations is funded by Measure O Funds (100%). Expenditure appropriations relating to completion of the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations were included in the approved fiscal year (FY) 2025-26 Public Works Measure O Budget (1200342). The total of $1,428,316.06 in progress payments have been funded from the FY 2025-26 Public Works Measure O Budget (1200342). Due to subsequential corrective action plan requirements remaining expenditure appropriation for progress payments in the amount of $3,500 and final payment in the amount of $500.00 were held until completion and were budgeted and funded in the adopted FY 2026 - 27 Public Works Measure O Budget (1200342).

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to accept the Public Works Measure O - 2026 Road Maintenance Surface Management Project, Multiple Locations final payment. However, this alternative is not recommended because the project has been completed, and the recommended actions are needed to accept the contract.
