RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bids for the Humboldt County Regional Facility HVAC Replacement Project, Project Number 162839; and
2. Award the project to the lowest responsible and responsive bidder, BESC, Inc., doing business as California Heating, in the amount of Two Hundred Thirty-Six Thousand Dollars ($236,000.00) for the base bid; and
3. Approve, and authorize the Chair of the Board to execute, a construction agreement with BESC, Inc., doing business as California Heating, after staff approves the bonds and insurance; and
4. Approve the attached appropriation transfer in the amount of Forty-Three Thousand Seven Hundred Eighty-Six Dollars ($43,786.00) for Probation budget unit 1100-234 for fiscal year 2024-25 (4/5th Vote Required); and
5. Direct the Clerk of the Board to provide the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:
The Humboldt County Regional Facility is a County of Humboldt owned building built to house a juvenile detention program run by the Humboldt County Probation Department. The facility is in need of replacement of three (3) deteriorating rooftop package heating units and replacement of an additional air conditioning unit for the facility control room.
Of the seven (7) mechanical heating units serving the building this project will replace the three (3) remaining original units and an air conditioning unit. The other four (4) units have been replaced and are currently functional. The existing units for replacement have deteriorated and do not function effectively due to their age and exposure on the rooftop. There are rust holes in the units which have caused leaks into the building. The replacement units have been designed to meet current code and provide more energy efficient heating and ventilation air to the building using the existing ductwork system.
Plans for the work were prepared by Frontier Consulting Engineers and released for bidding on October 8, 2024. Bids for the project were received on November 5, 2024. One (1) contractor submitted a bid, which is tabulated below. The bid shall be awarded to the lowest responsive and responsible bidder based on the base bid as shown in the tabulation.

The anticipated total project cost for this work is estimated to be Two Hundred Fifty-Six Thousand Five Hundred Forty Dollars ($256,540.00), including hard construction costs, construction contingency funds and soft costs, including, without limitation, design, engineering, project management and construction administration.

With receipt of this bid, the current project budget is estimated at $256,540. Expenditures in prior fiscal years total $12,754. Sufficient funds are available in the approved fiscal year 2024-25 in ARPA budget unit 3232-120, in the amount of $85,000 and Probation budget unit 1100-234, in the amount of $158,786 for award of this project. An appropriation transfer in Probation budget unit 1100-234 is requested in the amount of $43,786 to ensure there are sufficient funds in the appropriate fixed asset line.
STAFFING IMPACT:
Staffing will not be impacted due to this project other than typical ongoing project management by Public Works staff.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to award the Humboldt County Regional Facility HVAC Replacement Project. However, this alternative is not recommended due to the need for a functional HVAC system in the building and to maintain the integrity of the exterior building envelope.
