RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute the attached Professional Services Agreement with Armstrong Consultants, Inc. for Commercial Activity Level Forecasts in the amount of $40,202;

2.                     Authorize the Director of Aviation, or designee thereof, to execute any and all subsequent amendments and successor agreements to the attached Professional Services Agreement with Armstrong Consultants, Inc. after review by County Counsel, Risk Management and County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached Professional Services Agreement with Armstrong Consultants, Inc. to the Department of Aviation.

DISCUSSION:

The California Redwood Coast-Humboldt County Airport (ACV) is a primary commercial service airport currently being served by United Airlines and Avelo Airlines with service to San Francisco International Airport (SFO), Los Angeles International Airport (LAX), Hollywood Burbank Airport (BUR), and Denver International Airport (DEN).  The airlines are currently operating a mix of Boeing 737, Canadair Regional Jet 200/700/900, and Embraer Regional Jet 175 aircraft.

 

The existing terminal facility was originally constructed in 1979-80 with intermittent renovations/expansions occurring since.  The Department of Aviation desires to retain the professional services of Armstrong Consultants, Inc. to prepare planning activity level forecasts for the ACV airport.  The planning study will include commercial activity level forecasts to assist in determining facility requirements and serve as a guideline for the terminal building development.  A facilities implementation plan will be established, identifying improvements in a phased manner based upon the existing and forecasted demand, in addition to meeting current accessibility and sustainability standards. 

 

Accordingly, the Department of Aviation recommends that the Board of Supervisors approve, and authorize the Chair to execute the attached Professional Services Agreement with Armstrong Consultants, Inc.  Staff also recommends that the Board authorize the Director of Aviation, or designee thereof, to execute any and all subsequent amendments and successor agreements to the attached Professional Services Agreement, after review and approval by County Counsel and Risk Management, in order to avoid any unnecessary delays.

 

FINANCIAL IMPACT:

The attached Professional Services Agreement with Armstrong Consultants, Inc. has a maximum amount payable for services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the agreement of $40,202. 

 

Expenditure appropriations related to the attached agreement have been included in the approved Fiscal Year 2022-23 budget for the Department of Aviation, 3530381 2118.  Funding for the attached Professional Services Agreement is available through the previously accepted CARES Act Grant, No. 3-06-0010-047-2020.  As a result, approval of the agreement with Armstrong Consultants, Inc. will not impact the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the agreement with Armstrong Consultants, Inc, however this alternative is not recommended as it will negate the County from eligibility to compete for FAA funding specifically allocated to terminal projects.  Additionally, the majority of the current terminal that is over 40 years old will continue to deteriorate with no local funding available to address long-term needs within the facility.
