That the Board of Supervisors:

1.                     Authorize the purchase of one (1) SealMaster Crackfilling Machine, model TR-125 DA.

DISCUSSION:

The Humboldt County Department of Aviation operates six county-owned airports that have a cumulative total of seven runway surfaces, nearly 20 supporting taxiways, and multiple aircraft parking aprons. 

 

Airfield pavements are subject to harsh conditions of weather and climate, as well as heavy and repetitive loads from aircraft and other vehicles.  These typical service conditions lead to minor pavement defects, including cracks on these surfaces over time.  Due to this cracking over time, crack sealing is imperative as a maintenance activity to stop water ingress into the pavement and prevent deterioration of the underlying pavement structure and as a means of temporary repair to maximize the useful life of pavements.

 

Furthermore, for any Federal Aviation Administration (FAA) funded project to replace or reconstruct pavement, the airport sponsor must provide assurance to the FAA that they have implemented a pavement maintenance management program (PMMP).  The Department of Aviation has previously accepted FAA Airport Improvement (AIP) Grant #3-06-0010-050-2021 to help develop and implement a PMMP.  Crack sealing is the most common, and critical, element to maintain airfield pavements.  Extending the useful life of these pavements will save millions of dollars over the life of the crack sealer machine through not only lengthening the useful life of pavements, but avoiding more costly, and impactful, construction projects in the future.  

 

The Department of Aviation engaged in competitive process per the Purchasing Policy guidelines and received three (3) quotes for Crackfilling Machines.  SealMaster provided the lowest price while maintaining comparable quality to the other quotes provided.  Therefore, we are requesting authorization to move forward with SealMaster Estimate #2489 for a total of $79,519.91.

 

 

 

 

FINANCIAL IMPACT:

The total cost for the purchase of SealMaster TR-125 DA Crackfilling Machine, and accompanying accessories, is $79,519.91.  This will be paid for using previously granted Federal Aviation Administration (FAA) CARES Act Funding and has been included in the fiscal year 2022-23 proposed budget for Aviation (3530381).   Therefore, there is no impact to the General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the purchase of one SealMaster Crackfilling Machine.  However, this alternative is not recommended because it will hinder the ability for the Department of Aviation to maintain airfield surfaces as mandated by the Federal Aviation Administration.  Furthermore, future grant funding is dependent upon successful implementation of a PMMP and associated pavement maintenance strategies.
