RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Chair to sign the resolution extending the local emergency; and
2. Forward a copy of the resolution to the Governor of the State of California with the request that he proclaim the County of Humboldt to still be in a state of emergency.

DISCUSSION:
On March 26, 2024, the Board ratified the Proclamation declaring the existence of a Local Emergency due to the imminent threat posed to life, safety and property resulting from the ongoing landslide at Fleener Creek/Centerville. Sheriff Honsal issued a Local Emergency Proclamation on March 22, 2024.
The slide has been progressing over the past several weeks and is now threatening to impact the primary ingress/egress route to multiple residents, multiple ranches and Bureau of Land Management recreational areas. This is a clear threat to the safety of our residents and will require immediate protective actions to ensure safe routes of travel are retained and access to hazard areas are limited.
This local Emergency Proclamation is a prerequisite to requesting state and federal assistance for the response and recovery efforts.
The condition due to the landslide at Fleener Creek/Centerville in Humboldt County continues to exist and necessitates the need to extend the proclamation of the existence of a local emergency with an updated resolution.
SOURCE OF FUNDING:
General Fund (1100)
FINANCIAL IMPACT:
A Proclamation declaring a local emergency allows for the county to seek state and federal funding that may be applicable. Continuing the emergency allows for continued resources and exploration of resources outside of the county’s budget.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to approve the resolution, however, that would preclude the county from seeking outside assistance or emergency programs to provide funding.
