RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Miles 40.21-40.70 Storm Damage Repair Project;
2. Award the attached project agreement to Wahlund Construction, Inc. for the total amount of One Million Four Hundred Seventeen Thousand Five Hundred Thirteen Dollars and Ninety Cents ($1,417,513.90);
3. Authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and
4. Authorize the Public Works Director to execute contract change orders up to the amount of Eighty-Three Thousand Three Hundred Seventy-Five Dollars ($83,375).

DISCUSSION:
On June 22, 2021, the Humboldt County Board of Supervisors authorized the Clerk of the Board to advertise the Alderpoint Road (F6B165) Post Miles 40.21-40.70 Storm Damage Repair Project for bids. On July 27, 2021, the County of Humboldt received five (5) bids for the project, which are attached hereto as Attachment 1.
The Department of Public Works recommends that the Board of Supervisors: receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Miles 40.21-40.70 Storm Damage Repair Project; award the attached project agreement to Wahlund Construction, Inc. for the total amount of One Million Four Hundred Seventeen Thousand Five Hundred Thirteen Dollars and Ninety Cents ($1,417,513.90); authorize the Chair of the Board to execute the attached project agreement upon submittal of the appropriate bonds and insurance; and authorize the Public Works Director to execute contract change orders up to the amount of Eighty-Three Thousand Three Hundred Seventy-Five Dollars ($83,375).
FINANCIAL IMPACT:
The Alderpoint Road (F6B165) Post Miles 40.21-40.70 Storm Damage Repair Project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%). The contract bid amount is One Million Four Hundred Seventeen Thousand Five Hundred Thirteen Dollars and Ninety Cents ($1,417,513.90). The total project cost is estimated at One Million Seven Hundred Seventy-One Thousand Eight Hundred Ninety Dollars ($1,771,890). The Humboldt County Road Fund will be responsible for Two Hundred Three Thousand Two Hundred Thirty-Five Dollars and Seventy-Eight Cents ($203,235.78) of the total costs associated with the Alderpoint Road (F6B165) Post Miles 40.21-40.70 Storm Damage Repair Project.
Expenditure appropriations relating to completion of the Alderpoint Road (F6B165) Post Miles 40.21-40.70 Storm Damage Repair Project are included in the approved fiscal year 2021-2022 budget for Road Fund budget unit 321-2118. As a result, completion of the Alderpoint Road (F6B165) Post Miles 40.21-40.70 Storm Damage Repair Project will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to award the attached project agreement for the Alderpoint Road (F6B165) Post Miles 40.21-40.70 Storm Damage Repair Project. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
