RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to Grant Agreement Number CY-HUMB-02 with the California Health Facilities Financing Authority;

2.                     Adopt the attached resolution which authorizes the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute and deliver Grant Agreement Number CY-HUMB-02, and any subsequent amendments thereto, along with any and all other agreements, certifications and documents necessary to accept and secure funding made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth; and

3.                     Direct the Clerk of the Board to return two (2) fully executed certified copies of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Health Facilities Financing Authority.

DISCUSSION:

On December 7, 2023, the California Health Facilities Financing Authority awarded the County of Humboldt, by and through its Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”), funding made available through the Investment in Mental Health Wellness Grant Program for Children and Youth in the amount of Two Million Five Hundred Nine Thousand Three Hundred Five Dollars and Forty Cents ($2,509,305.40) for the purpose of implementing a Children’s Crisis Residential Treatment Program in Humboldt County.  Such funding will allow DHHS - Behavioral Health, in partnership with Sorrel Leaf Healing Center, Inc. as designated grantee, to operate a Crisis Residential Treatment facility designed to address the needs of children and youth, between seven (7) to seventeen (17) years of age, who are experiencing moderate to severe behavioral health crises.

 

DHHS - Behavioral Health has been assigned to act as the lead grantee and will have the primary responsibility for the fiscal management of grant funding, records retention, reporting and all other aspects of compliance with any and all applicable requirements of the Investment in Mental Health Wellness Grant Program for Children and Youth.  Sorrel Leaf Healing Center, Inc. has been assigned the role of designated Grantee and will receive grant funds directly from the California Health Facilities Authority for construction or renovation of a Crisis Residential Treatment facility. As a requirement of the grant, Sorrel Leaf Healing Center, Inc. will be the service provider at the newly constructed or renovated facility.

 

Accordingly, DHHS - Behavioral Health recommends that the Board adopt the attached resolution which authorizes the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute and deliver Grant Agreement Number CY-HUMB-02, and any amendments, along with any and all other agreements, certifications and documents necessary to  accept and secure funding made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth.

 

SOURCE OF FUNDING

California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth

 

FINANCIAL IMPACT:

As noted above, the California Health Facilities Financing Authority has conditionally awarded DHHS - Behavioral Health a total of Two Million Five Hundred Nine Thousand Three Hundred Five Dollars and Forty Cents ($2,509,305.40) in funding made available through the Investment in Mental Health Wellness Grant Program for Children and Youth. Upon adoption of the attached resolution, and submission of Request of Disbursement for capital costs, an initial disbursement of Grant funds will be provided directly from the California Health Facilities Financing Authority to Sorrel Leaf Healing Center, Inc. as the designated grantee.  Acceptance of the funding made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Acceptance of the funding made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth will not impact current staffing levels.

 

OTHER AGENCY INVOLVEMENT:

Sorrel Leaf Healing Center, Inc. a California nonprofit mental health service organization, has been assigned the role of designated Grantee and will receive capital funds directly from the California Health Facilities Financing Authority for the construction and renovation of the facility.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to adopt the attached resolution which authorizes the DHHS - Behavioral Health Director, or a designee thereof, to accept funding made available through the California Health Facilities Financing Authority’s Investment in Mental Health Wellness Grant Program for Children and Youth.  However, this alternative is not recommended since it will not allow Sorrel Leaf Healing Center, Inc. to obtain finding as the designated grantee to obtain funding that would be used to support the provision of necessary treatment services to children and youth experiencing moderate to severe behavioral health crises.
