RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached supplemental budget for Public Works Capital Projects budget unit 1100-170 in the amount of $100,00 for fiscal year (FY) 2022-23 (4/5 Vote Required); and

2.                     Approve the attached appropriations fund balance transfer from General Fund in the amount of $100,000 for engineering review and documentation of seismic damages to county-owned buildings as a result of the 2022 seismic event (4/5 Vote Required).

DISCUSSION:

On Dec. 20, 2022, the County of Humboldt was struck by an earthquake which resulted in damage to several county buildings including the Courthouse, Correctional Facility, Main Library, Ferndale Grandstands, Eureka Veterans Memorial Building, Clark Complex, Ferndale Veterans Building, and Fortuna Veterans Building.  Due to the extensive damage, the county was declared a disaster area by the State of California, allowing for the Governor’s Office of Emergency Services (CalOES) to assist the county with repairs at 75% of the damage, with the county required to provide the 25% local match. Prior to repair proceeding, staff is requesting funding to allow for structural review and reports of the damaged facilities and documentation of the damages to assist in preparation of bidding documents for repairs to the buildings.  The structural review is anticipated to be $65,000 and documentation of damages to be $35,000 for a total of $100,000.  These costs are anticipated to be reimbursed at the percentage stated above.

 

To be eligible for future CalOES assistance in repair of these facilities in the event of future seismic damages, repair of damages documented to these buildings following the recent event will be required by the county.  While not being requested as a part of this item, rough estimates of the necessary repairs, without the benefit of full documentation put the full cost of repair at $2,327,150, with the 25% county share being $581,788.  Due to the preliminary nature of these estimates, the values are likely to change once additional assessment and documentation occurs.  Public Works will bring forward an additional request for funding of repairs once the items have been further assessed and necessary repairs identified.

Narrative Explanation of Financial Impact:

The preliminary engineering, documentation and design related expenses resulting from the unanticipated seismic event are estimated to be $100,000 for FY 2022-23.  If the Board approves the transfer from the fund balance of the General Fund to the Public Works Capital Projects budget, (1100-170) for FY 2022-23, the contribution of $100,000 would be reimbursed at a rate of 75%.  This equates to a total county expenditure of $25,000.

 

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

Public Works Facilities Management and General Services staff time will be impacted by management and administration of the work.  As with any work created by an unanticipated emergency, this will impact the work of staff on other ongoing projects, but no changes to the current full-time equivalents (FTE) are anticipated.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board may choose to not approve the appropriation transfers.  This is not recommended by staff, as it will not allow for appropriately repairing existing county facilities, and it would disallow future claims for assistance should another seismic event occur.
