Body

SOURCE OF FUNDING

Federal Grant Funds and Public Works Roads Fund (1200)

DISCUSSION:

The Federal Government as part of the Infrastructure Investment and Jobs Act authorized a new funding program known as Safe Streets and Roads for All.  This program funds both planning and implementation projects, however a plan needs to be developed for the jurisdiction prior to applying for implementation funds.   The Humboldt County Association of Governments (HCAOG) is applying for the planning grant to develop a regional plan that can be used for future implementation grant applications for the county, cities, and Tribal Nations. Humboldt County Public Works makes a commitment to be an active partner in this much-needed project, and pledges to contribute $25,000 for the funding match, as an in-kind contribution to use staff to assist in data collection, public outreach, and pop-up events.

Narrative Explanation of Financial Impact:

There is no additional financial impact involved with the approval of this letter of support as the in-kind contribution to use staff has been included in the fiscal year 2023-24 proposed budget. Public Works will return to the Board of Supervisors with agenda items that may require supplemental budgets if funding is approved.  There is no impact to the general fund.

STAFFING IMPACT:

There is staff time involved with the gathering of the data for the plan that needs to be developed.  Staff time has been budgeted in the FY 23-24 budget.

Narrative Explanation of Staffing Impact:

No additional staff is required for this project.

STRATEGIC FRAMEWORK:

This action supports the following areas of your Board’s Strategic Framework priority of providing for and maintaining infrastructure, as well as creating opportunities for improved safety and health.

OTHER AGENCY INVOLVEMENT:

HCAOG, cities of Arcata, Blue Lake, Eureka, Ferndale, Fortuna, and Trinidad.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could choose not to join in this regional effort.  This is not recommended as without this plan the county cannot apply for implementation funds in future grant rounds.
