RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the CDPH Future of Public Health Allocation for FY 2026-27 in the amount of $926,739 (4/5 Vote Required); and
2. Retroactively Authorize the Department of Health and Human Services (DHHS) - Public Health Branch Director, or designee thereof, to execute the attached CDPH Future of Public Health Funding Annual Certification for FY 2026-27; and
3. Retroactively Authorize the DHHS - Public Health Branch Director, or designee thereof, to execute the attached CDPH Future of Public Health Funding Acknowledgement of Allocation Letter for FY 2026-27; and
4. Authorize the DHHS - Public Health Branch Director, or designee thereof, to execute any and all subsequent amendments, certifications, attestations and documents directly associated with the attached CDPH Future of Public Health Allocation for FY 2026-27.

DISCUSSION:
Starting in FY 2022-23, the California Budget Act of 2022 provides $300 million of state general funds to CDPH to support the Public Health infrastructure at the State and Local levels. Of the $300 million annual investment, also known as Future of Public Health funding, $99.6 million is dedicated for state operations while $200.4 million is annually allocated to 61 local health jurisdictions (LHJs) for local assistance.
The Future of Public Health Funding offers unique opportunity to strengthen and expand local public health workforce, particularly to fill staffing gaps identified during the COVID-19 pandemic. As CDPH recognizes community needs, challenges and infrastructure are different for each LHJ, and the intent for Future of Public Health Funding is to be used flexibly in ways that are appropriate for each local context and reflect the needs of each LHJ.
As required by statue, at least 70% of the funding must be spent on expanding permanent public health workforce, including supporting recruitment of new permanent city or county staff, including benefits and training. As required by statue, maximum of 30% of the Future of Public Health funding maybe used for equipment, supplies and other administrative purposes such as facility space, furnishings, travel and similar activities.
Beginning FY 2022-23, the County of Humboldt DHHS - Public Health Branch has been receiving an annual Future of Public Health Funding allocation in the amount of $938,349.
Beginning FY 2025-26, DHHS - Public Health has received an annual Future of Public Health Funding allocation in the amount of $926,739. This 1.24% decrease in allocation is due to funding reductions by State of California Budget for FY 2025-26.
Public Health is requesting retroactive approval for the Public Health Director to execute the CDPH Future of Public Health Funding Annual Certification and Acknowledgement of Allocation Letter. Due to the submission deadline established by the state, the certification was required to be completed prior to this Board date.

Narrative Explanation of Financial Impact:
Approval of the CDPH Future of Public Health Funding Allocation for FY 2026-27 allows DHHS - Public Health to be reimbursed a maximum of $926,739. This allocation was anticipated and is currently budgeted for in the FY 2026-27 budget. The Future of Public Health Allocation for FY 2026-27 is being monitored in Public Health fund (1175) Future of Public Health budget unit (400-005).

Narrative Explanation of Staffing Impact:
Acceptance of the Future of Public Health Allocation for FY 2026-27 will help maintain current staffing levels across multiple DHHS - Public Health programs. Activities planned through this funding will complement and expand upon existing initiatives currently funding through other means.

Your Board may choose not to accept the recommendations; however, this would result in a loss of funding for staffing, training and other opportunities for DHHS - Public Health.
