Recommendation
That the Board of Supervisors:
1. Authorize the Chair of the Board to sign the License Agreement between the County of Humboldt and Hansen-Degnan Properties.

DISCUSSION:
The License Agreement with Hansen-Degnan Properties is for the continued use of a portion of their property on Kneeland Road in the Bridgeville area, which has been used since at least 1982 for the purposes of gravel extraction and the stockpiling of aggregate material for road maintenance and repair projects, and for temporary equipment storage appurtenant to said activities. The previous license agreement for this site had automatic one (1) year renewals, the latest of which expired on June 30, 2024. The new license agreement is for the remainder of the 2024-25 fiscal year with eleven (11) annual automatic renewals occurring on July 1 of each successive year, unless either party provides written notice of non-renewal to the other.

Narrative Explanation of Financial Impact:
The new license agreement provides for annual site rental payments of $1,000. These costs are borne by the Road Fund and are included in the approved fiscal year 2024-25 budget for Roads Maintenance (1200-325).

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to execute a new lease agreement (renewal) for the existing quarry and stockpile site. However, this is not recommended, as not approving this lease agreement reduces Public Works’ quantity of quarry and stockpile locations as well as the total capacity available for gravel extraction and stockpiling. This results in needing to drive farther distances to the next closest quarry or stockpile site as well as displacing capacity at other existing quarry and stockpile sites to accommodate for the loss of this quarry and stockpile site.
