RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached observation, consent, and confidentiality agreement with IDEO, LP; and

2.                     Approve, and ratify Humboldt County Department of Health and Human Services - Behavioral Health Director’s execution of, the attached observation, consent, and confidentiality agreement with IDEO, LP; and

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and other documents directly associated with, the attached observation, consent and confidentiality agreement with IDEO, LP, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute agreements that are substantially similar to the attached observation, consent and confidentiality agreement with IDEO, LP, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

5.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

In March 2024, California voters passed Proposition 1 which proposed statewide efforts to reform and expand California's behavioral health system and of consists the Behavioral Health Services Act and the Behavioral Health Bond.  The California Department of Health Care Services refers to the implementation of Proposition 1 as Behavioral Health Transformation.

 

The Behavioral Health Services Act replaces the Mental Health Services Act of 2004.  It reforms behavioral health care funding to prioritize services for people with the most significant mental health needs while adding the treatment of substance use disorders, expanding housing interventions, increasing the behavioral health workforce, enhancing oversight, transparency and accountability at the state and local levels and creating pathways to ensure equitable access to care by advancing equity and reducing disparities for individuals with behavioral health needs.

 

The California Mental Health Services Authority has recognized the critical need for a more streamlined Behavioral Health Services Act planning process and is collaborating with IDEO, LP, a design and innovation firm, to address this challenge.  IDEO, LP will conduct research and develop tools that empower counties to fulfill Behavioral Health Services Act mandates while promoting transparency, inclusiveness, and alignment with local needs.  To support this effort, the California Mental Health Services Authority has connected the Humboldt County Department of Health and Human Services - Behavioral Health with IDEO, LP to share insight and perspective regarding the Behavioral Health Transformation.

 

The request to approve, and ratify the DHHS - Behavioral Health Director’s execution of the attached observation, consent and confidentiality agreement with IDEO, LP is being presented to the Board of Supervisors late, as the form was received on February 21, 2025 and the meeting to share insight and perspective regarding the Behavioral Health Transformation occurred February 26, 2025.

 

Accordingly, DHHS - Behavioral Health recommends that the Board of Supervisors approve, and ratify the DHHS - Behavioral Health Director’s execution of the attached observation, consent and confidentiality agreement with IDEO, LP.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee there of, to execute agreements that are substantially similar to the attached observation, consent and confidentiality agreement with IDEO, LP, and any and all subsequent amendments thereto, after review and approval by County Counsel, Risk Management and the County Administrative Office.

 

SOURCE OF FUNDING

Behavioral Health Fund (1170)

 

FINANCIAL IMPACT:

There are no direct costs associated with the attached observation, consent and confidentiality agreement with IDEO, LP.  As a result, approval of the attached observation, consent and confidentiality agreement with IDEO, LP will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached observation, consent and confidentiality agreement with IDEO, LP will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached observation, consent and confidentiality agreement with IDEO, LP.  However, this alternative is not recommended as it would limit DHHS -Behavioral Health’s ability to provide input intended to empower counties to fulfill Behavioral Health Services Act mandates while promoting transparency, inclusiveness and alignment with local needs.
