RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Retroactively approve the attached Memorandum of Understanding by and between Partnership HealthPlan of California and County of Humboldt; and

2.                     Retroactively authorize the Department of Health and Human Services - Public Health Branch Director, or a designee thereof, to execute the attached Memorandum of Understanding by and between Partnership HealthPlan of California and County of Humboldt; and 

3.                     Authorize the Department of Health and Human Services - Public Health Branch Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached Memorandum of Understanding by and between Partnership HealthPlan of California and County of Humboldt after review and approval by County Counsel, Risk Management, and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one certified copy of the Board Order pertaining to this item.

DISCUSSION:

As part of the state budget for Fiscal Year 2012-13, the State of California authorized expansion of Medi-Cal managed care into counties that had previously provided Medi-Cal benefits on a fee-for-service basis only. On May 14, 2013, the County of Humboldt Board of Supervisors (Board) adopted Ordinance 2501 authorizing the County of Humboldt to join the Partnership HealthPlan of California, a regional County Organized Health System model of Medi-Cal managed care.

 

As a condition of the contract with the California Department of Health Care Services, Partnership HealthPlan of California is required to execute a Memorandum of Understanding (MOU) with the County of Humboldt Department of Health and Human Services - Public Health Branch (DHHS - Public Health) describing the responsibilities of DHHS - Public Health and Partnership HealthPlan of California in the delivery of Targeted Case Management services to Medi-Cal beneficiaries who are served by both parties. A MOU by and between DHHS - Public Health and Partnership HealthPlan of California was previously approved by the Board on June 17, 2014.

 

The attached MOU with Partnership HealthPlan of California has been updated to comply with the requirements set forth in recent federal Medicaid managed care rules and Partnership HealthPlan of California’s 2024 agreement with the Department of Health Care Services. It should be noted that the attached MOU with Partnership HealthPlan of California comes to the Board after the start date thereof due to inadvertent delays that occurred during the MOU development process.

 

The attached MOU with Partnership HealthPlan of California will fully replace the previous version thereof and allow for the continued coordination of targeted case management services in the County of Humboldt to ensure continuity of care for mutual clients and avoid duplication of services.

FINANCIAL IMPACT:

There is no financial impact associated with this Memorandum of Understanding by and between Partnership HealthPlan of California and the County of Humboldt.

 

STAFFING IMPACT:

There is no staffing impact associated with this Memorandum of Understanding by and between Partnership HealthPlan of California and the County of Humboldt.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached MOU with Partnership HealthPlan of California regarding the coordination of Targeted Case Management services in the County of Humboldt. However, this alternative is not recommended since it would not allow DHHS - Public Health to coordinate Targeted Case Management services in accordance with applicable local, state and federal laws, regulations and standards.
