RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the second amendment to memorandum of understanding with Westside Community Improvement Association regarding the addition of influenza and ACIP recommended immunizations to existing COVID-19 testing and/or vaccination operations;

2.                     Authorize the Department of Health and Human Services - Public Health Director or designee thereof, to sign any and all subsequent amendments, and any other documents directly related to the addition of influenza and ACIP recommended immunizations to existing memoranda of understandings with local community partners, related to COVID-19 Testing and/or Vaccination Operations in Humboldt County, after review and approval of County Council, Risk Management and the County Administrative Office;

3.                     Authorize the Department of Health and Human Services - Public Health Director or designee thereof, to execute additional memoranda of understanding regarding, influenza and ACIP recommended immunization operations in Humboldt County, after review and approval of County Council, Risk Management and the County Administrative Office;

4.                     Direct the clerk of the Board to return one certified copy of the order pertaining to this item to the Department of Health and Human Services - Contracts Unit.

DISCUSSION:

The Advisory Committee on Immunization Practices or “ACIP” for short, is a group of medical and public health experts that develops recommendations on how to use vaccines to control diseases in the United States. Based on the recommendations made by ACIP, the Centers for Disease Control and Prevention (CDC) sets the vaccination schedules for adults and children. These recommendations include the age(s) that vaccinations should be given, the number of doses needed, the amount of time between doses, and precautions. This committee typically meets once a year to discuss, review and ratify vaccination recommendations to best use vaccines to control disease in the US. They are the standard for vaccine recommendation used by Public Health.

 

On Oct. 26, 2021 (Item D-15), the Humboldt County Board of Supervisors authorized the Department of Health and Human Services - Public Health Director, or a designee thereof, to sign any and all subsequent amendments, any other documents directly related to and to execute additional memoranda of understanding regarding the deployment of COVID-19 testing and/or vaccination operations that are substantially similar to the attached amendment to the memorandum of understanding, after review and approval by County Counsel, Risk Management and the County Administrative Office.

 

During the local state of emergency DHHS- Public Health has created relationships with community partners such as Westside Community Improvement Association, for COVID-19 testing and/or vaccination operations. Due to the positive impact seen from bringing vaccination and testing efforts to the community, DHHS- Public Health recommends the approval of the second amendment to the memorandum of understanding with Westside Community Health Association to be able to bring influenza and ACIP recommended immunization operations to this Family Resource Center. With the ability of DHHS- Public Health to expand immunization efforts at this location will result in, improvements in community health, compliance with school immunization regulations, and increased access to services to vulnerable populations.

 

Staff also recommends that the Board authorize DHHS - Public Health Director, or designee thereof, to execute any and all subsequent amendments to similar memoranda of understanding after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the accessibility of immunizations for clients who utilize the mobile immunization operations of Westside Community Improvement Association Family Resource Center and others alike.

 

FINANCIAL IMPACT:

Upon approval, the financial impact of this amendment will mostly be reflected in staff time to support vaccination and testing operations at Westside Community Improvement Association’s facility. Reimbursement for staff time and any supplies associated with this agreement will be provided by the Immunization Grant 1175-428 which includes additional funding for vaccination operations related to COVID-19 in rounds 3 and 4 of the grant award. The funding sources are currently budgeted within the County’s budget for Fiscal Year 2022-2023. There will be no impact to the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached amendment to the memorandum of understanding with the Westside Community Improvement Association regarding the addition of influenza and ACIP recommended immunization operations. However, the alternative is not recommended since it will severely limit DHHS - Public Health’s ability to provide adequate immunization and/or testing services to the community.
