RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached grant agreement with the City of Eureka regarding the completion of capital improvements to the transitional housing facilities located at 2600 Hilfiker Lane, Eureka, California in an amount not to exceed $192,636; and

2.                     Authorize the Department of Health and Human Services (DHHS) Director, or a designee thereof, to execute any and all subsequent amendments to the attached grant agreement with the City of Eureka, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached grant agreement with the City of Eureka to the DHHS - Contract Unit for further processing.

DISCUSSION:

In accordance with Section 9817 of the American Rescue Plan Act of 2021, the California Department of Health Care Services (DHCS) developed a Medi-Cal Home and Community-Based Services Spending Plan detailing a series of initiatives intended to enhance, expand and strengthen the provision of Home and Community-Based Services in California.  The Housing and Homelessness Incentive Program (HHIP) aims to improve health outcomes and access to whole person care services by addressing housing insecurity and instability as social determinants of health for the Medi-Cal population.  The California DHCS awarded funds to Medi-Cal Managed Care Plans, including the only Medi-Cal Managed Care Plan for Humboldt County, Partnership HealthPlan of California.

 

On Feb. 7, 2023, the Humboldt County Board of Supervisors (Board) authorized the Director of DHHS to execute a memorandum of understanding with Partnership HealthPlan of California to formalize the rights and responsibilities of each party in relation to HHIP allocations from the State administered by Partnership HealthPlan of California to meet goals of improving health outcomes for the persons experiencing homelessness or at risk of homelessness, as defined by Section 91.5 of Title 24 of the Code of Federal Regulations and the Medi-Cale Community Supports, or in Lieu of Services, Policy Guide issued by the California DHCS (Target Population).

 

The City of Eureka has requested a one-time allocation of $192,636 in order to complete the electrical installation at a site known as the Crowley Project, located at 2600 Hilfiker Lane, Eureka, California, that will provide 33 prefabricated transitional housing units.  The City of Eureka has utilized various grants and donated labor to complete the Crowley Project; however, escalating construction costs required a request for funds to complete the electrical installation work. 

 

Approval of the attached grant agreement with the City of Eureka will allow for the provision of transitional housing, case management and supportive services to a maximum of 33 eligible members of the Target Population in accordance with any and all applicable health, safety and accessibility requirements.  It should be noted that the attached grant agreement with the City of Eureka comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

The attached grant agreement with the City of Eureka has a maximum amount payable of $192,636 for the period of Sept. 1, 2024 through June 30, 2025.  However, in the event that local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached grant agreement with the City of Eureka in its entirety.    

 

Expenditure appropriations related to the attached grant agreement with the City of Eureka were included in the approved fiscal year 2024-2025 budget for DHHS - Social Services Housing Outreach & Mobile Engagement (1160-520).  Funding for the attached grant agreement with the City of Eureka is available through Housing and Homelessness Incentive Program revenues received by DHHS - Social Services through the California DHCS. 

 

STAFFING IMPACT:

Approval of the attached grant agreement with the City of Eureka will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to approve the attached grant agreement with the City of Eureka regarding the completion of capital improvements to the transitional housing facilities located at 2600 Hilfiker Lane, Eureka, California.  However, this alternative is not recommended since it will not allow for the provision of necessary services to individuals and families experiencing homelessness in Humboldt County.
