RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the Service Agreement for the Humboldt County Correctional Facility (HCCF) jail management system with Beacon Software Solutions, INC;
2. Authorize the Chair of the Board to sign three original copies of the service agreement (Attachment 1);
3. Authorize the Sheriff, Correctional Captain, or Deputy Director of Sheriff’s Administration, to sign all amendments, extensions, revisions or termination of the agreement; and
4. Direct the Clerk of the Board to return the signed agreements to HCCF, Attn: Captain Duane Christian.

SOURCE OF FUNDING:
All funding for Beacon Jail Management System is to be paid by ICSolutions in accordance with the signed agreement between the Humboldt County Sheriff’s Office and ICSolutions that was signed by the board on Dec. 10, 2019.
DISCUSSION:
As part of the Sheriff’s Office previous contract with ICSolutions, INC, which was approved by your Board on Dec. 10, 2019 (Item C-28), the Sheriff’s Office was to be provided Beacon Software Solutions as its new jail management system (JMS). This service agreement (Attachment 2) outlines what Beacon is required and responsible for providing the facility, including:
• JMS site license server
• Installation, data conversion and all current interfaces
• Minimum of 14 days of onsite training
• 1 mugshot camera
• Maintenance and support every term year.
As part of the service agreement the Sheriff’s Office will be provided the scope of work, schedule of rates and end user license agreement (Attachments 3-5).
FINANCIAL IMPACT:
The total value of the Beacon contract is $496,620. All costs for Beacon services will be paid by ICSolutions pursuant to the contract between the Humboldt County Sheriff’s Office and ICSolutions, which was approved by your Board on Dec. 19, 2019. As stated in the payment agreement of this service agreement, “all invoices submitted by the VENDOR shall be paid by ICSolutions.” Because all the funding under this agreement is to be paid by ICSolutions this agreement does not have a financial impact on the General Fund. ICSolutions is also providing telephone service to inmates under this agreement, and the Sheriff’s Office estimates it will receive $93,000 per year in revenue, which will be transferred to the Inmate Welfare Fund (Fund No. 3884).

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board of Supervisors may choose not to authorize the Sheriff or designee enter into the attached negotiated contract however, this is not recommended because it would leave HCCF without a Jail Management System as our current system was provided by our previous Inmate Telephone Vendor whom we no longer have a contract with.
