RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Retroactively approve, and authorize the Chair of the Board and the Sheriff to execute the attached Law Enforcement Services Agreement with the City of Trinidad for the period of July 1, 2024, to June 30, 2029 (attachment 1); and
2. Retroactively approve, and authorize the Chair of the Board and the Sheriff to execute the attached Animal Shelter Services Agreement with the City of Trinidad for the period of Nov. 1, 2024, to June 30, 2029 (attachment 2); and
3. Retroactively approve, and authorize the Chair of the Board and the Sheriff to execute the attached Animal Control Services Agreement with the City of Trinidad for the period of Nov. 1, 2024, to June 30, 2029 (attachment 3); and
4. Authorize the Sheriff and his designees to recompute the annual cost of law enforcement services, animal shelter services, and animal control services and notice the city of Trinidad of the new annual rates in accordance with the agreements; and
5. Authorize the Chair of the Board and Sheriff to execute any amendments, extensions, or modifications to the Agreements with approval by County Counsel, Risk, and the County Administrative Office.

DISCUSSION:
Since 2011, the city of Trinidad has contracted with the Humboldt County Sheriff’s Office (HCSO) to provide law enforcement services to the incorporated areas of their respective city. They have contracted for Animal Shelter services since 2004 and are adding Animal Control services as of Nov. 1, 2024. Due to a renegotiation of indemnity and insurance language and the timing of getting the agreements approved by Trinidad’s insurance carrier and to your Board, HCSO is requesting that the Law Enforcement Services agreement be approved retro-actively to July 1, 2024 to accurately reflect the amount of coverage and services that have been and are currently being provided by HCSO to the city of Trinidad. HCSO is requesting the Animal Shelter and Animal Control Agreements to be approved retro-actively to Nov. 1, 2024 due to the timing of obtaining executed agreements from Trinidad.
The basic level of law enforcement services to be provided to Trinidad shall consist of 24 hours of coverage from a sworn peace officer 7 days a week for response to calls at a level not less than that provided by the Sheriff in adjacent areas of the county, including related back-up and auxiliary services such as investigative, community services, criminalistics, supervisorial, and traffic service functions. This also includes services and support from the Sheriff’s Support Services Bureau, Property/Evidence, and Public Safety Dispatch services.
The basic level of animal shelter services to be provided to Trinidad consist of HCSO maintaining and operating an animal shelter in a secure and sanitary manner adequate for the confinement, treatment and disposal of all domestic animals which may be delivered to it from the city.
The basic level of animal control services to be provided to Trinidad consist of HCSO enforcement of state statutes, investigation of animal control related crimes, seizure of animals pursuant to legal authority, and enforcement of city ordinances relating to animal control.

Narrative Explanation of Financial Impact:
Trinidad will pay HCSO $67,500.00 for law enforcement services from July 1, 2024 to June 30, 2025, $2,516.00 ($314.50 per month) for animal shelter services from Nov. 1, 2024 to June 30, 2025, and $1,661.33 ($207.67 per month) for animal control services from Nov. 1, 2024 to June 30, 2025. All three agreements expire June 30, 2029 and the annual fee is recomputed effective July 1st of each year to reflect actual cost of services. All services are being provided by existing HCSO staff at a level that is not less than what HCSO provides to the rest of the unincorporated county. A model to calculate the annual cost of services was negotiated with the city and is based on a population pro-rata share of HCSO total expenses to provide services to the county. The fee calculation model is explained in more detail in Exhibit A of each agreement.
STAFFING IMPACT:
Services to the city of Trinidad will be provided with existing staff that support the rest of the unincorporated areas of the county. There is no request for additional staffing.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose to not approve the agreement. This is not recommended as it would leave the City of Trinidad without law enforcement, animal shelter, and animal control services.
