RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Review the itemized list of surplus dental equipment acquired through the Local Oral Health Program grant funding; and

2.                     Approve the donation of the identified surplus dental equipment to Lassen County, Siskiyou County and Sierra County pursuant to Government Code section 25372; and

3.                     Authorize County Purchasing Agent to coordinate logistics and facilitate the transportations of the donated equipment to the recipient counties.

DISCUSSION:

Between 2018 and 2020, equipment and supplies valued at $18,604 were procured using grant funding under the direction of the former Local Oral Health Program (LOHP) Coordinator. These purchases were intended to expand oral health services throughout Humboldt County. Since that time, Humboldt County’s LOHP has undergone significant programmatic changes, including reductions in staffing and available resources. As a result, the program has been unable to utilize the equipment and supplies, which have remained in storage for over six years.

 

During a recent LOHP convening, Lassen County, Siskiyou County, and Sierra County, expressed a need for surplus dental equipment and supplies. These counties are actively working to strengthen their oral health programs and have the capacity to put the equipment to immediate use in service of their communities.

 

To ensure the equipment is used effectively and to support regional oral health efforts, staff recommends that the Board approve the donation of the surplus items to the identified counties pursuant to Government Code section 25372. This action will promote inter-county collaboration, maximize the value of previously funded resources and relieve Humboldt County of the burden of storing unused equipment.

FINANCIAL IMPACT:

There is no financial impact associated with this donation request, as these were purchased with grant funding and no longer serve a purpose in Humboldt County.

 

OTHER AGENCY INVOLVEMENT:

Lassen County, Siskiyou County, and Sierra County

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve this donation request. However, this alternative is not recommended, as it would prevent Lassen, Siskiyou, and Sierra Counties from utilizing the surplus dental equipment to enhance oral health services in their communities. Retaining equipment that has no current or foreseeable use within Humboldt County’s Local Oral Health Program would limit the potential public health benefit and hinder regional efforts to address oral health disparities.
