Recommendation
That the Board of Supervisors:
1. Review the attached applications from Jada Brotman, Jared Mumm and Justin Takata; and
2. Appoint Jada Brotman, Jared Mumm and Justin Takata to the Humboldt County Workforce Development Board for a two year term, effective immediately pursuant to Humboldt County Workforce Development Board bylaws.

DISCUSSION:
The Humboldt County Workforce Development Board is an advisory board to the Humboldt County Board of Supervisors. The Humboldt County Workforce Development Board is required, in accordance with the Workforce Investment Opportunity Act (WIOA), to oversee Humboldt County’s workforce system and funding opportunities. Additionally, the workforce development board offers resources that meet employer and employee needs for the county’s continued prosperity.
Under the WIOA, the Humboldt County Workforce Development Board must be comprised of members representing public agencies, labor unions, private sector businesses and community-based organizations providing workforce services and vocational rehabilitation.
WIOA requires that certain public agencies and labor organizations appoint members to the Humboldt County Workforce Development Board. As such, on Nov. 21, 2025, the Humboldt County Workforce Development Board approved Jada Brotman, Jared Mumm and Justin Takata’s application to serve on this board.

There are no financial impacts by appointing these individuals to the Humboldt County Workforce Development Board.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose not to appoint these individuals and instead direct the Humboldt County Workforce Development Board to conduct an additional search for applicants. This action is not recommended as these applicants have already been vetted through the appropriate process specified in Humboldt County Workforce Development Board bylaws and approved by the Humboldt County Workforce Development Board.
