RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute any and all documents necessary to secure and accept the attached Grant Offer for AIP Grant No. 3-06-0010-057-2023 in the amount of $5,169,058;

2.                     Authorize the Director of Aviation, to execute future amendments to AIP Grant No. 3-06-0010-057-2023 after review by County Counsel, Risk Management, and the County Administrative Office;

3.                     Receive and file the bids for Rehabilitation of Airport Lighting System, Project Number AV-2023-01;

4.                     Award the contract to St. Francis Electric, LLC for the total amount of $4,647,811.90;

5.                     Authorize the Director of Aviation to execute a Construction Project Agreement that is substantially similar to the sample agreement attached hereto with St. Francis Electric, LLC, for an amount not to exceed $4,647,811.90, upon submittal of the appropriate bonds and insurance and approval of Risk Management;

6.                     Authorize the Director of Aviation to execute contract change orders up to the amount of $244,890.60;

7.                     Authorize the Director of Aviation, or designee thereof, to execute the Professional Services Agreement with Armstrong Consultants, Inc. for California Redwood Coast-Humboldt County Airport Rehabilitate Airport Lighting System construction administration, for an amount not to exceed $660,416 after approval by Risk Management; and

8.                     Find that the California Redwood Coast-Humboldt County Airport Rehabilitate Airport Lighting System project is exempt from environmental review pursuant to Section 15301 of the California Environmental Quality Act (CEQA) Guidelines and direct the Clerk of the Board to file the attached NOE.

DISCUSSION:

Bid Award and Construction Contract:

On April 4, 2023, your Board approved the bid authorization for ACV Airfield Electrical System Improvements-Phase II, which includes installation of a new airfield lighting vault, including all associated equipment, replacement of portions of the taxiway edge lighting system outside of the Runway 14/32 safety area, replacement of informational lighted guidance signs outside of the Runway 14/32 safety area, replacement of the primary wind cone and two supplemental wind cones, replacement of main electrical distribution manhole, and installation of a new airport rotating beacon tower.  To meet FAA requirements, the public bidding process was conducted prior to receiving FAA Grant No. 3-06-0010-057-2023.  On April 27, 2023, the county received two (2) bids for the project, which are notated on the bid tabulation attached hereto.  The results were as follows:

On April 28, 2023, the Department of Aviation submitted a grant application for the above-mentioned project to the FAA.  The FAA has accepted, approved, and submitted a grant offer with a cumulative maximum obligation of $5,169,058 as follows:

Construction Administration Agreement:

On November 16, 2021, the Board of Supervisors authorized execution of a Professional Services Agreement with Armstrong Consultants Inc. for the design of the above-mentioned project.  Armstrong was selected from the Prequalification List for Airport Consultants adopted by the Board on April 27, 2021. The FAA requires that airports select engineers and planners to assist with their projects, such as the rehabilitation of airport lighting systems project being proposed at ACV, based on qualifications.  Armstrong has been assisting airports, like ACV, for nearly 50 years with said projects.  The only engineering and planning that they complete is in the airport field. The Department of Aviation selected Armstrong based on their qualifications and experience, thereby complying with the FAA requirements of doing so.  Additionally, the FAA requires airports to conduct an Independent Fee Evaluation (IFE) to ensure that the proposed fees for services rendered are fair and equitable.  The fees of $660,416.00 proposed by Armstrong were 6%, or $41,017.63 lower than the fees that would have been charged by a like firm in their IFE analysis.

 

CEQA Notice of Exemption

This project was evaluated for compliance with the CEQA and determined that the project described herein falls under Categorical Exemption Section 15301, Class 1 (d), existing facilities.  Class 1 (d) exemptions consist of restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety.  This project is for the replacement of lighting fixtures on the ACV airfield in their current locations.  There are no unusual circumstances or historical resources that would make this exemption inapplicable.

Narrative Explanation of Financial Impact:

This project is being funded through Federal Aviation Administration-Airport Improvement Program Grant No. 3-06-0010-057-2023, which provides 90.66% of the total project costs.  The Department of Aviation is responsible to cover the remaining 9.34% of project costs.  Total project costs are included in the adopted fiscal year (FY) 2023-24 Aviation Capital Projects Budget. 3539170-8851.

 

STAFFING IMPACT:

There is no staffing impact.

This action supports your Board’s Strategic Framework priority of providing for and maintaining infrastructure; and  seeking outside funding sources to benefit Humboldt County needs

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose not to adopt the attached resolution authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute the attached Grant Offer, receive and file bids for the above-referenced project, award the contract to St. Francis Electric, or authorize the Director of Aviation, or designee thereof, to execute a Construction Project Agreement.  However, Runway 14/32 and the electrical systems need to be rehabilitated to continue serving airline traffic, general aviation, the US Coast Guard-Sector Humboldt Bay, medical flights, and all other users of the ACV Airport.  If we do not pursue FAA funding to assist with this project, the entire cost of the project would need to be borne by the County of Humboldt.
