RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair to sign the resolution (Attachment 1) authorizing the Humboldt County Sheriff’s Office (HCSO) to submit the governing body resolution for the Direct Relief Search and Rescue Fund grant application; and

2.                     If awarded, authorize the County Administrative Officer, Sheriff, Undersheriff, and the Sheriff’s Deputy Director of Financial and Support Services to accept grant funds and sign any documents required by the Department of Justice - Office of Justice Programs for participation in the program; and

3.                     Direct the Clerk of the Board to return a completed and signed copy of the Resolution to the HCSO in original and email formats, Attention: Lucinda Jackson, for submittal to the funding agency.

DISCUSSION:

Direct Relief is a California-based disaster relief and medical aid organization that has responded to disasters across the state for decades, including wildfires, storms, and flooding. The organization began its Search and Rescue (SAR) fund in 2023, recognizing the growing demands placed on first responders, especially SAR teams and their volunteers. The SAR fund builds on longstanding support provided by Direct Relief, including rescue vehicles, specialized rescue equipment, and emergency medical backpacks.

 

The award ceiling for this grant opportunity is $25,000. If awarded, funds will be used for training and the purchase of equipment and supplies for SAR staff and volunteers.

Narrative Explanation of Financial Impact:

This will be the HCSO’s first application for Direct Relief SAR grant funding. The award ceiling for this grant is $25,000. If approved, the HCSO will submit a grant application totaling $24,980.33 for SAR training, equipment, and supplies. If awarded, HCSO will return to your Board for the supplemental budget request.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to apply for this federal funding. This is not recommended as search and rescue training, equipment, and supplies are required for the HCSO to safely and effectively respond to critical life-threatening situations. Not receiving this funding would require the HCSO to find other financial sources to cover the costs of training, equipment, and supplies.
