RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached subcontract agreement with Advocates for Human Potential, Inc.;

2.                     Approve, and authorize the Department of Health and Human Services Director, or a designee thereof, to execute, the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the Behavioral Health Bridge Housing Program in Humboldt County for the period of September 5, 2023, through June 30, 2027;

3.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached subcontract agreement with the Advocates for Human Potential, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office;

4.                     Approve the attached supplemental budget request in the amount of One Million One Hundred Twenty-Eight Thousand Two Hundred Five Dollars ($1,128,205.00) for Department of Health and Human Services - Social Services budget unit 1160-520 (4/5 vote required); and

5.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed, certified copy of the Board order related to this item.

DISCUSSION:

The attached subcontract agreement with Advocates for Human Potential, Inc. will allow the Humboldt County Department of Health and Human Services (“DHHS”) to receive up to Seven Million One Hundred Seventeen Thousand Eight Hundred Sixty-One Dollars ($7,117,861.00) in noncompetitive block grant funding for the purpose of operating short-term and mid-term residential programs, including, without limitation, emergency/interim housing, rental assistance and auxiliary funding in assisted living settings, that are designed to address the immediate and sustainable housing needs of people experiencing homelessness who have serious behavioral health conditions as part of the Behavioral Health Bridge Housing Program. It should be noted that the attached subcontract agreement with Advocates for Human Potential, Inc. comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS recommends that the Board approve, and authorize the DHHS Director, or a designee thereof, to execute the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the Behavioral Health Bridge Housing Program in Humboldt County for the period of September 5, 2023, through June 30, 2027.  It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached subcontract agreement with Advocates for Human Potential, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the Behavioral Health Bridge Housing Program in Humboldt County.

Approval of the attached subcontract agreement with Advocates for Human Potential, Inc. will allow the County of Humboldt to receive up to Seven Million One Hundred Seventeen Thousand Eight Hundred Sixty-One Dollars ($7,117,861.00) in Behavioral Health Bridge Housing Program funding.  Behavioral Health Bridge Housing Program funding was not included in the approved fiscal year 2023-2024 budget, the supplemental budget before your Board today will increase the overall budget for DHHS - Social Services budget unit 1160-520 by One Million One Hundred Twenty-Eight Thousand Two Hundred Five Dollars ($1,128,205.00).  The remaining grant funds will be included in the proposed budgets for fiscal years 2024-2025 through 2026-2027.  Approval of the attached subcontract agreement with Advocates for Human Potential, Inc. will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached subcontract agreement with Advocates for Human Potential, Inc. will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached subcontract agreement with Advocates for Human Potential, Inc. regarding implementation of the Behavioral Health Bridge Housing Program in Humboldt County.  However, this alternative is not recommended as it would impact DHHS’ ability to receive up to Seven Million One Hundred Seventeen Thousand Eight Hundred Sixty-One Dollars ($7,117,861) in noncompetitive block grant funds to support the housing needs of individuals with serious behavioral health conditions.
