Recommendation
That the Board of Supervisors:
1. Accept the work of G.R. Wilcox Enterprises, Inc. as substantially complete for the Garberville Airport (O16) Runway Safety Area Improvements; Replace Culvert, Project Number 24-146; and
2. Authorize the Interim Director of Aviation, or a designee thereof, to execute the attached Notice of Completion for the Garberville Airport (O16) Runway Safety Area Improvements; Replace Culvert, Project Number 24-146.

DISCUSSION:
On June 3, 2025, your Board approved the bid authorization for the Garberville Airport (O16) Runway Safety Area Improvements; Replace Culvert, Project (“Project”). The Project consisted of replacing a drainage culvert on the south end of Runway 18/36 that showed signs of structural failure and had in resulting in leakage and significant erosion within the Runway Safety Area (RSA).
On Aug. 26, 2025, the FAA issued Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0092-015- 2025 with a maximum federal obligation of $192,740 and a county cost share of $10,144.25.
On Sept. 9, 2025, your Board approved acceptance of the FAA issued Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0092-015- 2025 and approved the project bid award in the amount of $87,407.47 to G.R. Wilcox Enterprises Inc.
On Sept. 17, 2025, the Department of Aviation entered into an agreement with Lochner for the preliminary and final design, manage bidding and construction period services,
and conduct project closeout in the amount of $95,370.
G.R. Wilcox Enterprises, Inc. has substantially completed its contractual obligations. Accordingly, the Garberville Airport (O16) Runway Safety Area Improvements; Replace Culvert Project can be accepted as complete in accordance with contract documents. The Board must accept the Garberville Airport (O16) Runway Safety Area Improvements; Replace Culvert Project prior to filing acceptance.
Following Board acceptance, the required Notice of Completion can be filed with the Humboldt County Recorder, and the mandatory thirty-five (35) day lien period can begin. Upon completion of the lien period, the County of Humboldt may release the payment retention, provided that no stop notices have been filed, and any remaining contract work has been completed.

Narrative Explanation of Financial Impact:
The total cost for the Garberville Airport (O16) Runway Safety Area Improvements; Replace Culvert Project was $188,606.53. The total executed amount with G.R. Wilcox Enterprises Inc., including all approved Change Orders was $87,407.47. The project’s preliminary and final design, manage bidding and construction period services, and conduct project closeout for the Services of Lochner was $95,370. Other non-contracted expenditures for the bid notice and initial fee estimate totaled $5,829.06.
The Garberville Airport (O16) Runway Safety Area Improvements; Replace Culvert Project was funded through a combination of Federal Aviation Administration - Infrastructure Investment and Jobs Act Airport Infrastructure Grant at 95% in the amount of $179,176.20 and the local match at 5% in the amount of $9,430.33. There are sufficient funds budgeted in the Aviation Capital Projects budget unit (3539-170) in fiscal year 2025-26 for project close out.
STAFFING IMPACT:
The action did not impact on current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to accept completion of the Garberville Airport (O16) Runway Safety Area Improvements; Replace Culvert Project. However, this alternative is not recommended as G.R. Wilcox Enterprises Inc., has completed its contractual obligations and is therefore entitled to the release of retention at the conclusion of the thirty-five (35) day lien period.
