RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. regarding implementation of a one-to-one youth mentorship program in Humboldt County in an amount not to exceed $60,834.40 for the period of July 1, 2020 through June 30, 2021;
2. Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. after review and approval by County Counsel, Risk Management and the County Administrative Office; and
3. Direct the Clerk of the Board to return one fully executed original copy of the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:
Big Brothers Big Sisters of the North Coast, Inc. provides professional staff to recruit, screen and guide community volunteers to act as healthy adult role models and provide positive one-to-one mentorships to youth in Humboldt County through its community-based and site-based programs. The programs offered by Big Brothers Big Sisters of the North Coast, Inc. are designed to reinforce the development of essential life skills that are necessary to reduce the need for child welfare and behavioral health intervention services in Humboldt County.
Volunteers participating in the one-to-one youth mentorship program are required to complete and pass a rigorous background check and screening process to determine suitability to work with children and youth. Big Brothers and Big Sisters of the North Coast, Inc. assists parents and legal guardians to enroll children who need and want a mentor in the program, provide volunteers and children with access to available community resources, provide mentors and children with regular updates regarding the activities offered thereby and engage in communication and conflict resolution.
The attached professional services agreement will allow Big Brothers Big Sisters of the North Coast, Inc. to match at least 70 children with approved adult mentors for the period of July 1, 2020 through June 30, 2021, which serves the public purpose of contributing to educational enrichment, health, safety and wellbeing of Humboldt County communities.
Accordingly, the Humboldt County Department of Health and Human Services (“DHHS”) recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. regarding implementation of a one-to-one youth mentorship program in Humboldt County for the period of July 1, 2020 through June 30, 2021. It is also recommended that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc., after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of the one-to-one youth mentorship program.
FINANCIAL IMPACT:
The attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. has a maximum amount payable of 60,834.40 for the period of July 1, 2020 through June 30, 2021. However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. in its entirety.
Expenditure appropriations related to the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. have been included in the proposed fiscal year 2020-2021 budget for DHHS - Social Services budget unit 1160-511. Funding for the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. is available through a combination of state and federal revenues received by DHHS - Social Services. As a result, approval of the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached professional services agreement with Big Brothers Big Sisters of the North Coast, Inc. regarding implementation of a one-to-one youth mentorship program in Humboldt County. However, this alternative is not recommended since it will not allow for the implementation of a program that is designed to reinforce the development of essential life skills that are necessary to reduce the need for child welfare and behavioral health intervention services in Humboldt County.
