RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Authorize the Department of Health and Human Services - Public Health (DHHS - Public Health) to Publish a Request for Proposals regarding the provision of a software to host the community-facing dashboard for the CHIP.

Body

SOURCE OF FUNDING

Public Health Fund  (1175)

DISCUSSION:

DHHS - Public Health is committed to providing access to health data that will be developed and maintained and made publicly available to the community via a community-facing dashboard. The dashboard that will be hosted by the successful proposer will help inform the community and aide in health improvement efforts. The dashboard will assist the county in assessing and analyzing data on Humboldt County residents’ health status.

The Request for Proposals before your Board today is for the provision of services in the development, hosting and maintenance of a publicly available web-hosted platform that supports various community health improvement efforts including data dashboards, Community Health Assessments (CHA), and Community Health Improvement Plans (CHIP).

Accordingly, DHHS - Public Health recommends that your Board approve the publishing of the attached Request for Proposals immediately after approval by the Board. The selected successful proposer and subsequent associated professional services agreement will come before your Board at a later date.

FINANCIAL IMPACT:

There is no cost associated with publishing the Request for Proposals. Possible funding for the project is made available through Epidemiology and Laboratory Capacity (ELC) Enhancing Detection grant funding in Fund 1175, Budget Unit 455008 - ELC Enhancing Detection and California Equitable Recovery Initiative funding in Fund 1175, Budget Unit 400004- Health Equity. This expense is anticipated and included in the Fiscal Year (FY) 2022-23 proposed county budget and will be included in future FY county budgets. There is no impact to the county General Fund.

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework by creating opportunities for improved safety and health and providing community-appropriate levels of services.

OTHER AGENCY INVOLVEMENT:

None

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the publishing of the Request for Proposals to provide end-to-end support needed to develop and maintain a publicly available web-hosted platform. However, this alternative is not recommended as it would prevent DHHS - Public Health from meeting Public Health Accreditation requirements and prevent DHHS - Public Health from efficiently sharing data to the community around health status of the community.
