RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Arcata House Partnership to provide access to 24-hour low barrier shelter services to eligible participants in an amount not to exceed $100,000;

2.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Arcata House Partnership that do not increase the not to exceed amount after review and approval by County Counsel, Risk Management, and the County Administrative Office; and

3.                     Direct the Clerk of the Board to route a fully executed copy of the agreement to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Arcata House Partnership has been providing supportive services to Adult Shelter program participants that are designed to help participants obtain permanent housing as quickly as possible. Arcata House requires additional funding in order to continue providing an adequate level of services. Arcata House Partnership will do all of the following:

 

1.                     Provide 24-hour low barrier shelter to a minimum of 10 participants at any point in time during the agreement;

2.                     Provide staff support for case management/care coordination to assist with identifying participants’ needs and overcoming their barriers to housing;

3.                     Provide staff support to assist with connecting and referring participants to services offered by partners and other community agencies; and

4.                     Accept and encourage referrals directly from street outreach, drop-in centers and other crisis response organizations and facilities frequented by eligible participants.

 

The attached professional services agreement with Arcata House Partnership comes to the Board after the start date thereof due to unexpected delays in the contract development process. All services provided by Arcata House Partnership during the period of August 1, 2019 to the date of execution of the attached professional services agreement were previously approved in a Letter of Intent signed by Department of Health and Human Services Director Connie Beck.

 

Accordingly, the Department of Health and Human Services recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with AHP to provide access to 24-hour low barrier shelter services to eligible participants. It is also recommended that the Board authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached professional services agreement with Arcata House Partnership after review and approval by County Counsel, Risk Management, and the County Administrative Office in order to avoid any delay in the provision of needed low-barrier shelter services to eligible participants.

 

FINANCIAL IMPACT:

The attached professional services agreement with Arcata House Partnership has a maximum amount payable of $100,000 for Fiscal Year (FY) 2019-2020. In no event shall the maximum amount paid under this Agreement exceed $100,000 However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Arcata House Partnership in its entirety. Funds have been included in Fund 1160, Budget Unit 511-Social Services for Fiscal Year 2019-2020. Funding for the attached professional services agreement is available through Intergovernmental Transfer (IGT) Funds. IGT funds are provided for by the US Department of Health and Human Services (HHS) under Title 19 and is administered through the California Department of Health Care Service (DHCS) to county governments. There is no anticipated impact to the County General Fund.

OTHER AGENCY INVOLVEMENT:                     

None.

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Humboldt County Board of Supervisors could choose not to approve the attached professional services agreement with Arcata House Partnership. This alternative is not recommended because Arcata House Partnership will not be able to provide adequate services without this funding.
