RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the Supplemental Budget request for budget unit 1100-221970 - Bulletproof Vest Grant (Attachment 1) (4/5 vote required);

2.                     Approve the Supplemental Budget request for budget unit 1100-221950 - SAFE Grant (Attachment 2) (4/5 vote required); and

3.                     Authorize Sheriff William Honsal to execute any and all agreements for the Bulletproof Vest Grant and the SAFE Grant, if County Counsel and Risk Management have reviewed and approved in advance. This authorization shall remain in effect during the term of office and any subsequent terms of office for Sheriff William Honsal.

DISCUSSION:

The Humboldt County Sheriff’s Office (HCSO) has been the recipient of these grants for many years, each with its own funding purpose and uses.

 

The Patrick Leahy Bulletproof Vest Partnership (BVP), also referred to at the Sheriff’s Office as the Bulletproof Vest Grant, releases annual funding opportunities to help local law enforcement purchase bulletproof and stab-proof vests. Created by the Bulletproof Vest Partnership Grant Act of 1998, this program has awarded more than 13,000 jurisdictions a total of $522 million in federal funds for the purchase of over one million vests, 1,395.976 as of February 2020.

 

The Sexual Assault Felony Enforcement Grant (SAFE) supports local jurisdictions in their sex offender registration compliance enforcement. It is a subaward made from the State of California through the Santa Clara County Sheriff’s Office. The HCSO falls into SAFE Region II, which includes 11 other Sheriff’s agencies and has as approximately 12,000 registered sex offenders, with 475 in Humboldt County as of September 28, 2020. Under California law, these offenders are required to provide specific address and vehicle information to their local law enforcement. These funds allow enforcement of these provisions through training, multijurisdictional compliance sweeps, record reviews, and equipment.

 

FINANCIAL IMPACT:

The Bulletproof Vest Grant has a 50% match requirement. The 2020 allocation for Humboldt County is $4,131.35, requiring an additional investment of the same amount.  A supplemental budget is requested in the amount of $4,131.35 for the grant allocation. In anticipation of the grant award, HCSO budgeted a reserve in budget unit 1100-221 for this match.  An appropriation transfer from the Sheriff’s Operations budget unit 1100-221 to 1100-221970 for $4,131.35 to cover the match requirement has been submitted to the Office of the Auditor-Controller. 

 

The Sexual Assault Felony Enforcement Grant has no match requirement. The 2020 grant award is $17,806.94.  When this grant was budgeted as a part of the annual submission, only $16,000 in funding was anticipated. Therefore, a supplemental budget is requested in the amount of $1,806.94 to increase budget unit 1100-221950.

 

There is no additional general fund request for either grant.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Should the Board deny acceptance of grant funds and supplemental budget, the Sheriff’s Office may choose to pursue other funding options or reduce purchases.
