RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05 Storm Damage Repair Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 20, 2021 at 2:00 p.m.

DISCUSSION:

On March 7, 2017, the Governor of the State of California declared a disaster for Humboldt County due to severe winter storms, flooding and mudslides.  Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05, near the community of Blocksburg in the south-eastern portion of Humboldt County, experienced roadway settlement and shoulder failure in multiple locations.  Emergency temporary repairs were done at the time of the disaster to maintain essential traffic flows.

 

On January 7, 2021, the Humboldt County Department of Public Works (“Public Works”) received Federal Highway Administration funding approval to proceed with the Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05 Storm Damage Repair Project.  Mark Thomas and Company, Inc., prepared the attached plans and specifications for the project based on topographic surveys of the damaged area that was prepared by Points West Surveying Company and geotechnical studies prepared by Crawford and Associates.  The work proposed in the attached plans and specifications consists of reconstructing the roadway embankment and roadbed with geosynthetic material, constructing a soldier pile wall, installing sub-drainage and storm drainage systems, restoring the roadway to original width and adding sediment and erosion control items.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05 Storm Damage Repair Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05 Storm Damage Repair Project is awarded.  This project is being funded by Federal Highway Administration Emergency Relief Funds (88.53%) and the Humboldt County Road Fund (11.47%).  The engineer’s cost estimate for the project is Two Million Eight Hundred Nineteen Thousand Three Hundred Ninety-Eight Dollars ($2,819,398.00).  The Humboldt County Road Fund will be responsible for Three Hundred Twenty-Three Thousand Three Hundred Eighty-Four Dollars and Ninety-Five Cents ($323,384.95) of the costs associated with the Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05 Storm Damage Repair Project.

 

Expenditure appropriations relating to completion of the Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05 Storm Damage Repair Project have been included in the approved fiscal year 2020-2021 budget for Road Fund budget unit 321.  As a result, the Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05 Storm Damage Repair Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose not to approve the attached plans and specifications for the Alderpoint Road (F6B165) Post Miles 21.8, 22.8 and 23.0-23.05 Storm Damage Repair Project.  However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
