RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept and adopt Resolution (Attachment 1) authorizing the Chair to sign the Off-Highway Motor Vehicle governing body resolution with the California Department of Parks and Recreation Off-Highway Motor Vehicle Recreation Division for the period of January - December 2025; and
2. Authorize the Sheriff, Undersheriff and Deputy Director of Financial and Support Services to execute all the necessary reimbursement claims and future applications, in the name of the County of Humboldt, required by the California Department of Parks and Recreation for participation in the Off-Highway Motor Vehicle; and
3. Authorize the Sheriff, Undersheriff and Deputy Director of Financial and Support Services to execute all the necessary contracts, agreements, and amendments thereto, in the name of the County of Humboldt, and all other documents required by the California Department of Parks and Recreation for participation in the Off-Highway Motor Vehicle program with approval from County Counsel, Risk Management and County Administrative Office; and
4. Direct the Clerk of the Board to return a signed copy of the governing body resolution to the Humboldt County Sheriff’s Office, Attention Julie Martin for submittal to funding agency.

DISCUSSION:
The Humboldt County Sheriff’s Office (HCSO) has operated an Off-Highway Vehicle (OHV) program since 2000. The OHV program has provided a Deputy Sheriff position for patrol of both the beach and dunes management area, and the beaches to the north and south where off-highway vehicles are heavily used by the public and create a continuing enforcement problem.
For several years this program has been supported in part by grant funds from the California Department of Parks and Recreation Off-Highway Vehicle Grant Program, pursuant to the Off-Highway Motor Vehicle Act of 2003. The grant allocation (75%) awarded to HCSO for 2025 equals $94,530 plus grant match of $31,511 for a total of $126,041.

Narrative Explanation of Financial Impact:
The OHV grant has been supporting salary, equipment purchases, and equipment maintenance since 2008 at 75% grant funds and 25% General Fund matching funds of the total award. The 75% grant award covers 0.75 FTE of a Deputy Sheriff. No equipment is being purchased this grant cycle however equipment maintenance at 75% will cover expenses to maintain existing equipment. In anticipation of this award, the necessary appropriations were already included in the annual FY2024-25 budget submission in budget 1100-221941. The financial table reflects the amount budgeted in this fiscal year and amount available for next fiscal year. Any unspent grant funds from this fiscal year will be added to next fiscal year.
STAFFING IMPACT:
Grant funds will support 0.75 FTE Deputy Sheriff to provide OHV patrols during the calendar year 2025. There is no additional staffing impact as 1 deputy is and has been assigned to OHV patrols with grant funds supporting the salary since 2008. In addition, the grant will pay for 112 hours of overtime salary costs. The 0.25 FTE (match) has minimal impact on the Special Services unit.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the authorization to accept the Off-Highway Motor Vehicle program funds, however, this is not recommended as these funds cover expenses related to the county's off-highway motor vehicle activities. Without this funding HCSO would be forced to curtail or terminate the program.
