RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Humboldt County District Attorney, the Humboldt County Auditor-Controller and the County Administrative Office, and/or designees thereof, to execute any and all applications, agreements, amendments, modifications, certifications, attestations and other documents necessary to apply for, accept and administer funding made available by the California Governor’s Office of Emergency Services through the Violence Against Women Vertical Prosecution Program during the period of January 1, 2025 through December 31, 2028; and
2. Approve the attached supplemental budget for fiscal year 2024-2025 in the amount of One Hundred Three Thousand One Hundred Ninety-One Dollars ($103,191.00) for budget unit 1100-208 (4/5 Vote Required); and
3. Direct the Clerk of the Board to return one (1) fully executed certified copy of the attached resolution to the District Attorney’s Office for submission to the California Governor’s Office of Emergency Services.

DISCUSSION:
On July 13, 2023, the Humboldt County District Attorney’s Office submitted a grant application for funding made available by the California Governor’s Office of Emergency Services through the Violence Against Women Vertical Prosecution Program for the purpose of promoting the development and the implementation of effective, victim-centered law enforcement, prosecution and court strategies to address violent crimes against women and the development and enhancement of victim services in cases involving violent crimes against women.
On January 2024, the Humboldt County District Attorney’s Office was awarded Two Hundred Two Thousand Five Hundred Forty-Five Dollars ($202,545.00) in Violence Against Women Vertical Prosecution Program funding. However, the award contained a stipulated special condition that distribution of grant funding was contingent on passage of the fiscal year 2023-2024 State Budget Act. Passage of the State Budget Act occurred after the County of Humboldt’s budget submission deadline for fiscal year 2024-2025 and as such a conservative revenue estimate for budget unit 1100-208 for the fiscal year was applied. The funding was ultimately released by the California Governor’s Office of Emergency Services in late April of 2024.
Accordingly, the District Attorney’s Office recommends that the Board adopt the attached resolution and approve the attached supplemental budget in the amount of One Hundred Three Thousand One Hundred Ninety-One Dollars ($103,191.00) for budget unit 1100-208 to allow for reimbursement of grant activities that are taking place during fiscal year 2024-2025.

Adoption of the attached resolution allows the County of Humboldt to apply for, accept and administer grant funding made available by the California Governor’s Office of Emergency Services through the Violence Against Women Vertical Prosecution Program during the period of January 1, 2025 through December 31, 2028.
Approval of the attached supplemental budget will allow the County of Humboldt to be reimbursed up to a maximum of One Hundred Three Thousand One Hundred Ninety-One Dollars ($103,191.00) for services performed in accordance with the scope of work described in the grant application for fiscal year 2024-2025. Such funding covers salary and benefits along with operating expenses in budget unit 1100-208.
STAFFING IMPACT:
Acceptance of available Violence Against Women Vertical Prosecution Program funding provides for a portion of three (3) allocated positions: one (1) Deputy District Attorney, one (1) District Attorney Investigator and one (1) Administrative Analyst Advocate. Currently, there will be no request to allocate any additional positions.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to adopt the attached resolution and/or approve the attached supplemental budget. However, this alternative is not recommended as it would cause a loss of funding necessary to support the provision of services to victims and witnesses of crime in Humboldt County.
