RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which authorizes the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute a Zero Cost Vehicle Lease Agreement with the California Department of Health Care Services for the Period of July 1, 2025 Through June 30, 2031; and
1. Direct the Clerk of the Board to return one (1) fully executed certified copy of the attached resolution to the Department of Health and Human Services - Behavioral Health Administration for submission to the California Department of Health Care Services.

DISCUSSION:
The California Department of Health Care Services (DHCS) awarded the County of Humboldt by and through its Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”) a Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 grant for the period of September 1, 2021 through June 30, 2025 in the amount of Nine Hundred Eighty-Five Thousand Sixty-Two Dollars and Fifty-One Cents ($985,062.51) to equip Behavioral Health Crisis Care Mobile Units (CCMU) with resources that improve health outcomes and decrease unnecessary use of jails and emergency services.
On July 12, 2022, the Humboldt County Board of Supervisors approved, and authorized the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the subcontract with Advocates for Human Potential, Inc. regarding implementation of the Behavioral Health Mobile Crisis and Non-Crisis Services Project in Humboldt County. The BHCIP Round 1 grant allowed Behavioral Health to purchase vehicles necessary for CCMU teams to be able to reach and serve individuals in crisis located in the City of Eureka, County of Humboldt, State of California, and to operate the specific vehicles for their intended purposes identified in the grant application. DHCS retains full ownership of the vehicles and the County of Humboldt DHHS - Behavioral Health holds only a leasehold interest to use the vehicles. DHCS requires Behavioral Health to enter into a Zero Cost Vehicle Lease agreement for the period of July 1, 2025, through June 30, 2031.
Accordingly, DHHS - Behavioral Health recommends that the Board approve, authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached Zero Cost Vehicle Lease Agreement with DHCS for the period of July 1, 2025, through June 30, 2031. It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly related, to the attached Zero Cost Vehicle Lease Agreement with DHCS, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays.

Narrative Explanation of Financial Impact:
There is no fiscal impact expectation with this Zero-Cost Vehicle Use Agreement. Neither Party shall incur any financial liability to the other under the terms of this agreement. However, Behavioral Health projects responsibility of annual maintenance costs. Maintenance costs include essential costs associated with fuel, insurance, maintenance and registration. Expenditure appropriations related to the attached Zero-Cost Vehicle Use Agreement with DHCS have been included in the fiscal year 2025-26 budget and projected FY 2026-27 budget for DHHS - Behavioral Health budget unit 1170-424. Funding for the attached agreement is available through Medi-Cal billing. As a result, approval of the attached professional services agreement for Zero-Cost Vehicle Use Agreement with DHCS will not impact the Humboldt County General Fund.
STAFFING IMPACT:
No staffing impacts are anticipated as a result of executing the agreement.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached agreement with DHCS. However, this alternative is not recommended since it will not allow DHHS - Behavioral Health comply with the terms and conditions of the BHCIP Round 1 grant.
