Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution which amends Resolution No. 20-109 to authorize the Department of Health and Human Services Director, or a designee thereof, to execute a State of California Standard Agreement with the California Department of Housing and Community Development regarding acceptance of funding made available through the California Emergency Solutions Grants Program - Coronavirus Round 1 and Round 2; and
2. Direct the Clerk of the Board to return one fully executed certified copy of the attached resolution to the Department of Health and Human Services - Contract Unit for submission to the California Department of Housing and Community Development.

DISCUSSION:
On June 1, 2020, the California Department of Housing and Community Development issued a Notice of Funding Availability under the Coronavirus Aid, Relief, and Economic Security Act allocation to the Emergency Solutions Grants Program (ESG-CV Program). The Board adopted Resolution No. 20-60, which authorized the Department of Health and Human Services (DHHS) to apply for, and accept, ESG-CV Round 1 funding, on July 14, 2020 (Item C-8). DHHS subsequently applied for, and was awarded, ESG-CV Round 1 funding in the amount of $983,800.
On Oct. 2, 2020, the California Department of Housing and Community Development issued a second Notice of Funding Availability (NOFA) under the ESG-CV Program, hereinafter referred to as “ESG-CV Round 2.” The Board adopted Resolution No. 20-109, which authorized DHHS to apply for, and accept, ESG-CV Round 2 funding, on Nov. 17, 2020 (Item C-11). DHHS subsequently applied for, and was awarded, ESG-CV Round 2 funding in the amount of $4.5 million.
On March 19, 2021, the California Department of Housing and Community Development informed DHHS that, since they had decided to combine the ESG-CV Round 1 and ESG-CV Round 2 funding awarded to the County of Humboldt into a single allocation, Resolution No. 20-109 must be amended to authorize the DHHS Director, or a designee thereof, to execute a State of California Standard Agreement (“State Standard Agreement”) for an amount not to exceed $5,483,800, as well as any other documents required to accept and secure the total amount of ESG-CV Program funding awarded to the County of Humboldt.
Accordingly, DHHS recommends that the Board adopt the attached resolution which amends Resolution No. 20-109 to authorize the DHHS Director, or a designee thereof, to execute a State Standard Agreement with the California Department of Housing and Community Development regarding acceptance of ESG-CV Program funding in an amount not to exceed $5,483,800.
FINANCIAL IMPACT:
The attached resolution authorizes the DHHS Director, or a designee thereof, to accept ESG-CV Program funding in amount not to exceed $5,483,000. Revenue and expenditure appropriations associated with the acceptance of ESG-CV Program funding have been included in the proposed fiscal year 2021-2022 budget for DHHS - Behavioral Health HOME budget unit 1160-520. As a result, adoption of the attached resolution will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to adopt the attached resolution authorizing the DHHS Director, or a designee thereof, to execute a State Standard Agreement with the California Department of Housing and Community Development regarding acceptance of ESG-CV Program funding. However, this alternative is not recommended since it would not allow the County of Humboldt to obtain funding that would be used to support individuals and families experiencing homelessness.
