RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Retroactively approve the attached Acceptance of Award in the amount of $5,768 by and between the County of Humboldt and California Department of Public Health; and
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee there of, to execute the attached Acceptance of Award by and between the County of Humboldt and California Department of Public Health; and
3. Authorize the Department of Health and Human Services - Public Health Director, or a designee there of, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached Acceptance of Award by and between the County of Humboldt and California Department of Public Health after review and approval by County Counsel, Risk Management, and the County Administrative Office; and
4. Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one Certified copy of the Board Order pertaining to this item.

DISCUSSION:
Pulmonary Tuberculosis (TB) is an infectious and communicable disease, dangerous to the public health. Public Health Departments are mandated by California Health and Safety Code § 121350 to maintain a program for the prevention and control of TB. California Department of Health and Human Services (CDPH) allots base funding to counties to administer the program.
CDPH also allots funding for food, shelter, incentives, and enablers to counties as a pass-through to TB patients who must be isolated and are unable to work. CDPH has allotted County of Humboldt Five Thousand Seven Hundred Sixty-Eight Dollars ($5,768.00) in Food, Shelter, Incentives, and Enablers (FSIE) funds for the period between July 1, 2024 and June 30, 2025. This allotment is coming to your Board after the start date due to late receipt as TB allotments are recalculated and awarded by the state throughout each Fiscal Year (FY) as local TB caseloads and patient needs fluctuate.
On May 7, 2013, your Board granted authorization for the Public Health Director to sign any future TB allotments.
The TB Prevention and Control Program requests that your Board reauthorize the Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly associated with, TB Allotments for a five-year period, retroactively July 1, 2024 through June 30, 2029, after review and approval by County Counsel, Risk Management, and the County Administrative Office.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to accept these funds. However, other funds would need to be used to cover the cost of the TB Prevention and Control Program as it is state-mandated.
