Executive Summary: The applicant is seeking re-approval of a previously approved and since expired CDP for 2,080 square foot addition to an existing three-bedroom single family residence. The proposed addition will have three bedrooms, three bathrooms, a family room, and a den. The parcel is currently developed with a three-bedroom single-family residence and attached garage, a 1,100 square foot two-bedroom accessory dwelling unit and accessory structures. An identical CDP (PLN-2022-17801 - Attachment 3) was previously approved by the Zoning Administrator on November 17, 2022, but has since expired.
The Coastal Development Permit under the original project was found to comply with the required findings for all permits (see Attachment 4 - Zoning Administrator Resolution 22-072). All project components are still in conformance with the McKinleyville Area Plan. All project components are still consistent with the purpose of the existing zone in which the site is located. All project components are still in conformance with applicable standards and requirements of the Humboldt County Code. Proposed development and conditions under which it will be operated will not be detrimental to public health, safety, welfare, or materially injurious to properties or improvements in the vicinity. The proposed development does not reduce residential density for the parcel below that utilized by the Department of Housing and Community Development in determining compliance with housing element law.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
1. The Zoning Administrator could elect not to reapprove the CDP however circumstances and conditions have not changed substantially since the original approval of the project. Consequently, Planning staff does not recommend further consideration of any alternative.
