RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with First 5 Humboldt regarding implementation of the California Department of Social Services’ Road to Resilience Partnership Program in Humboldt County for the period of Jan. 30, 2024 through June 30, 2027;

2.                     Authorize the Department of Health and Human Services Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Direct the Clerk of the Board to return one fully executed original copy of the attached memorandum of understanding to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

The attached memorandum of understanding with First 5 Humboldt defines the respective roles and responsibilities of the Humboldt County Department of Health and Human Services (DHHS) and the First 5 Humboldt Children and Families Commission regarding implementation of the California Department of Social Services’ Road to Resilience Partnership Program in Humboldt County.  The Road to Resilience Partnership Program is designed to expand the provision of services to substance use disorder impacted families participating in, or at risk of participation in, the Yurok and Hoopa Family Wellness Courts, by identifying and serving pregnant women with known histories of substance use, pregnant women with current substance use and mothers with children under 5 years of age who have been impacted by substance use disorder.

 

Pursuant to the terms and conditions of the attached MOU DHHS and First 5 Humboldt will work collaboratively to establish program referral processes for members of the Target Population; build a system of care to strategically address perinatal substance use, treatment and prevention and develop a public education campaign that is designed to inform the community about the effects of substance use and treatment options in order to reduce stigma around medically assisted treatment. 

 

Accordingly, DHHS recommends that the Board approve, and authorize the Chair of the Board to execute, the attached memorandum of understanding with First 5 Humboldt regarding implementation of the Road to Resilience Partnership Program in Humboldt County for the period of Jan. 30, 2024 through June 30, 2027. Staff also recommends that the Board authorize the DHHS Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding, after review and approval by County Counsel, Risk Management and the County Administrative Office in order to avoid any unnecessary delays in the implementation of the Road to Resilience Partnership Program in Humboldt County.

 

FINANCIAL IMPACT:

There are no direct costs associated with the attached memorandum of understanding with First 5 Humboldt regarding implementation of the Road to Resilience Partnership Program in Humboldt County. As a result, approval of the attached memorandum of understanding with First 5 Humboldt will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

The attached memorandum of understanding with First 5 Humboldt will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached memorandum of understanding with First 5 Humboldt regarding implementation of the Road to Resilience Partnership Program in Humboldt County.  However, this alternative is not recommended as it would not allow for implementation of the Road to Resilience Partnership Program in Humboldt County.
