RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Kevin Kelly, PhD for the administration of court ordered mental health evaluations to youth and adult clients in an amount not to exceed $126,000;
2. Approve, and authorize the Department of Health and Human Services (DHHS) - Child Welfare Services Director or a designee thereof to amend program elements of the agreement as necessary for the period of July 1, 2019 to June 30, 2020 after review and approval by County Counsel and Risk Management; and
3. Direct the Clerk of the Board to route the fully executed agreement to the DHHS - Contract Unit for further processing.

DISCUSSION:
The Department of Health and Human Services - Child Welfare Services (DHHS-CWS) uses the System of Care (SOC) approach with clients. Guiding principles of SOC include interagency collaboration, individualized care, community-based services and accountability. The agreement with Kevin Kelly, PhD will assist DHHS-CWS with psychological evaluations of clients and providing guidance on appropriate levels of services, interventions, and mental health needs. The information garnered from evaluations is essential for developing effective strategies for parents, youth, and children. It has been determined that no other local psychologists have the capacity to fill this programmatic need.
With the execution of this agreement between the DHHS-CWS and Kevin Kelly, PhD, DHHS - CWS will be able to provide necessary psychological evaluations to clients. As outlined in Exhibit A - Scope of Services, the county will request evaluations for both juveniles and adults.
FINANCIAL IMPACT:
The costs associated with the professional services agreement with Kevin Kelly, PhD for the period of July 1, 2019 through June 30, 2020 will reside in fund 1160, budget unit 508, Child Welfare Services in an amount not to exceed $126,000. The cost of the agreement was included in the county budget request for fiscal year 2019-20. There will be no impact to the county General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve and execute this agreement; however, DHHS-Social Services does not recommend this alternative because no other local psychologists have the capacity to provide these services.
