Recommendation
That the Board of Supervisors:
1. Approve the supplemental budget for RRHC - Roads (budget unit 1100282131) in the amount of $124,943 (4/5 vote required)
2. Approve the supplemental budget for RRHC - Sidewalks (budget unit 1100282133) in the amount of $75,794 (4/5 vote required)
3. Approve the supplemental budget for Boyd Road Night Shelter (budget unit 110028232) in the amount of $22,940 (4/5) vote required)

DISCUSSION:
This is a request to carry forward unspent CDBG funds from Fiscal Year (FY) 2022-23 into the current year’s budget. The funded projects were expected to be completed in the last budget year. That did not happen, and this action will allow the allocation of these CDBG funds in the current fiscal year.
On Aug. 18, 2020, the Board selected Redwoods Rural Health Center as a subrecipient to receive CDBG funds to combat the spread of the coronavirus. Funds were awarded to make improvements to provide screening zones and drive-through testing. Redwoods Rural Health was also approved by the Board as a subrecipient to receive additional CDBG funds to further enhance Redwoods Rural Health Center’s ability to provide these services and make improvements in accordance with the Americans with Disabilities Act (ADA).
The work was nearly completed in FY 2022-23 but construction delays did not allow completion. The construction will not be complete until FY 2023-24. This Board item will make the remaining funds available to complete the construction work.
On Aug. 18, 2020, the Board also selected the Boyd Road Night Shelter as a subrecipient to adapt the homeless shelter in accordance with the Center for Disease Control and Prevention (CDC) guidelines. The construction work associated with this project experienced delays with most of the construction being complete in fiscal year 2022-23. Because the construction work will be finalized in the current fiscal year, this Board action will allow the remaining CDBG funds to be utilized in fiscal year 2023-24.
CDBG funds remain available in all grants to complete the work outlined in the grant agreements attached to this agenda item for reference.

Narrative Explanation of Financial Impact:
The Planning and Building Department has received CDBG funds for the projects associated with these expenses. The work associated with these grants is nearing completion and once all construction work has been finalized and the expenses reimbursed from CDBG, the grants will be closed. Staff does not anticipate that these grants will remain open beyond FY 2023-24.

Impact to staffing is minimal because existing staff will provide the remaining work to close the grants once the construction work has been completed. No additional staffing allocations are being requested with this agenda item.
