RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached State Standard Agreement by and between the County of Humboldt and California Department of Public Health (CDPH) for the amount of $53,940.84 for Fiscal Years 2025-26 through 2026-27; and
2. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute the attached State Standard Agreement by and between the County of Humboldt and California Department of Public Health (CDPH) for Fiscal Years 2025-26 through 2026-27; and
3. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached State Standard Agreement with California Department of Public Health (CDPH) after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
The California Department of Public Health (CDPH) works to protect the public’s health in California and helps shape positive health outcomes for individuals, families, and communities and to advance the health and well-being of California’s diverse people and the communities. This Strengthening Healthcare Associated Infections (HAIs) and Antimicrobial Resistance (AR) Program Capacity (SHARP) funding will support expansion of antimicrobial resistance (AR) surveillance in California via screening activities.
The Humboldt County Public Health Laboratory (HCPHL) has supported California’s AR Program since 2022 by providing anti-microbial susceptibility testing for Neisseria gonorrhoeae (GC-AST). The growing threat of antibiotic-resistant Neisseria gonorrhoeae, which causes gonorrhea, presents a current public health challenge. Over the years, the pathogen has developed resistance to different antibiotics, leaving few effective treatment options. High-level resistance to key drugs has become a concerning reality. This grant will continue to fund this testing for the 26/27 fiscal year. This funding will also allow for the HCPHL to validate as PCR assay for carbapenemase (CPO)-producing organisms, a common HAI, and allow HCPHL to provide that testing to the local hospitals.
State Standard Agreement #25-10809 was not received from CDPH until mid-April 2026 and is not expected to be executed until on or after July 1, 2026.

Narrative Explanation of Financial Impact:
Approval of State Standard Agreement #25-10809 will allow DHHS - Public Health to be reimbursed up to $53,940.84 for the period between July 1, 2025, and June 30, 2027, in Fund 1175, Budget Unit 435, Public Health Laboratory for providing CPO and HAI GC-AST testing services. This revenue and expense were anticipated in the Fiscal Year 2025-26 county budget and will be included in the FY 2026-27 budget cycle.
STAFFING IMPACT:
There is no impact on staffing.
OTHER AGENCY INVOLVEMENT:
None.
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may decide to not approve the State Standard Agreement from CDPH. However, it is not recommended as the Public Health Laboratory would lose funding for performing CPO and HAI GC-AST testing activities.
