RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached grant agreement with the California Department of Public Health;

2.                     Approve, and authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute, the attached grant agreement with the California Department of Public Health regarding of implementation of the California Home Visiting Project, Maternal, Infant and Early Childhood Home Visiting Program and American Recovery Plan for the period of July 1, 2022 through September 30, 2023;

3.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached grant agreement with the California Department of Public Health, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to return one (1) original executed copy of the Board Order authorizing execution of the attached grant agreement with the California Department of Public Health to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

Upon execution of the attached grant agreement with the California Department of Public Health, California Home Visiting Project, Maternal, Infant and Early Childhood Home Visiting and American Recovery Plan funding would be disbursed through the Humboldt County Department of Health and Human Services - Public Health’s (“DHHS - Public Health”) Nurse-Family Partnership Program until September 30, 2023.  The Nurse Family Partnership is an evidence-based home visitation program which allows first-time, low-income mothers to receive home visits from a Public Health Nurse.  The California Home Visiting Project in connection with the Nurse-Family Partnership program has positive impacts on child and maternal health, rates of child abuse and neglect, long-term birth rates, rates of incarceration, educational success, maternal employment and parental capacity.

 

American Recover Plan Act, Health Resources and Services Administration and Maternal, Infant and Early Childhood Home Visiting Program funds must be used to support Nurse Family Partnership enrolled parents, children and families and/or staff funded by California Home Visiting Project and the Maternal, Infant and Early Childhood Home Visiting Program.  Such funding must be used to address the immediate and ongoing needs related to the COVID-19 public health emergency and to promote health equity.

 

Accordingly, DHHS - Public Health recommends that the Board approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute, the attached grant agreement with the California Department of Public Health regarding implementation of the California Home Visiting Project, Maternal, Infant and Early Childhood Home Visiting Program and American Recovery Plan for the period of July 1, 2022 through September 30, 2023.  It is also recommended that the Board authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached grant agreement, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed services.

 

FINANCIAL IMPACT:

The attached grant agreement with the California Department of Public Health will allow DHHS - Public Health to be reimbursed up to One Hundred Forty-Seven Thousand One Hundred Thirty Dollars ($147,130.00) for the period of July 1, 2022, through September 30, 2023.  Such Funding was not included in the proposed budget for fiscal year (FY) 2022-2023 and will require additional budget appropriation to be included in the adoption of the Final FY 2022-23 Budget for budget unit 1175-421.  Any funds that are not spent during fiscal year 2022-2023 will be included in the annual budget process for fiscal year 2023-2024.  Approval of the attached grant agreement with the California Department of Public Health will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached grant agreement with the California Department of Public Health regarding of implementation of the California Home Visiting Project, Maternal, Infant and Early Childhood Home Visiting Program and American Recovery Plan.  However, this alternative is not recommended as it would limit DHHS - Public Health’s ability to provide services to parents, children and families enrolled in the Humboldt County Nurse Family Partnership Program.
